External and Corporate Relations Vice-Presidency (ECR)
The mission of External and Corporate Relations (ECR) is to help deliver financial and political support for the World Bank Group, strengthen the Bank Groupโs role as a global thought leader in development by enhancing and safeguarding its reputation, and supporting operational teams to achieve country outcomes. ECR manages corporate communications and global engagement with key stakeholders, including media, civil society, foundations, private sector, donor countries, and international organizations, as well as employee engagement. ECR also manages strategic communications for the World Bankโs Regions and Global Practices and leads the management of reputation risk.ECR Europe manages relationships with key stakeholders, including government counterparts, parliament, civil society, private sector, media, academia and international organizations in the traditional European development partner and donor countries. As part of the World Bankโs External and Corporate Relations function in Europe (ECREU) the World Bankโs Berlin Office (the Berlin Office) is responsible for leading the dialogue between the World Bank and constituencies in Germany and supporting the dialogue in Austria in close cooperation with ECREX Senior External Affairs Officer.
The Berlin Office is integrated into ECREU, which is part of the ECR Vice Presidency, and reports to the Special Representative, Europe, ECREU, based in Paris. The overall objective of the International Affairs Associate is to support the World Bankโs stakeholder relationships in Germany and Austria and to ensure the effective running of the World Bank Berlin office.
Responsibilities
Program Delivery:ย โขTaking on distinct research activities and drafting briefing material for senior management and the ECREU Special Representative.ย
โขAssisting with the preparation of in-depth German and Austrian political and economic analyses for World Bank management and staff, taking into consideration the impact of national policies, trends, and attitudes on bilateral and multilateral aid programs.โขTracking and advising on specific German and Austrian stakeholders of interest to the World Bankโs Berlin Office, as agreed with the Special Representative.
โขLeading the organization of meetings with external stakeholders, taking minutes, and sharing summaries with colleagues.โขCompiling senior management briefing packs for relevant meetings and visits, including sourcing content from World Bank Group colleagues.
Work Program Administration:ย
โขCoordinating World Bank senior management visits to Germany and Austria which may include arranging appointments, transportation, security, protocol, and other logistics.โขLiaising with the German Government on protocol and procedural diplomatic matters for visiting delegations, e.g., visa, UNLP, wavers of aviation security.ย
โขSupporting organization of consultation meetings, outreach events, report launches, and press briefings.ย โขPreparing presentations for internal and external audiences.
โขMaintaining stakeholder contact lists and a calendar of events to support Berlin office strategic planning.
Office management:ย
โขAssisting with the overall organization, administration and functioning of the Berlin Office (incl. space, equipment, IT, VC room scheduling), coordinating closely with IFC office in Frankfurt. Providing day-to-day administrative and logistical support as needed, with regard to all aspects of the Berlin Office work.โขProviding limited support to non-ECR events and staff, and staff telecommuting from Germany.ย
โขUndertaking ad hoc duties as needed.
Media:ย
โขSupporting media outreach for World Bank staff who are on mission in Germany and Austria and looking out for overall opportunities to strengthen media outreach.ย โขHelping distribute, market, and adapt communications products (e.g., news releases, media packets, op-eds, PowerPoint presentations, brochures, etc.) that convey consistent strategic messages about the World Bank, its policies, and operations to key internal and external groups.ย
โขLiaising with media counterparts to prepare senior management interviews in coordination with the World Bankโs media unit, and staff interviews on a limited basis
Selection Criteria
โขWe require a relevant mix of education and experience: masterโs degree with 2 years of experience or equivalent combination of education and experience in a relevant discipline (communications, journalism, international affairs, or other related fields).ย
โขA good understanding of the German and Austrian authorizing environment (Government, NGOs, parliament, etc.) and how it relates to the relationship between Germany and Austria and the World Bank Group.ย โขGood knowledge of the strategic priorities of the World Bank Group and an appreciation of the role and function of the Berlin Office.ย
โขEffective analytical, research and problem-solving skills, and ability to synthesize information.ย โขA strong track record of taking initiative, a clear drive for results and evidence of client orientation.ย
โขProven ability to organize, prioritize and coordinate work and other activities. Ability to work independently as well as effectively under pressure; ability to handle concurrent activities simultaneously, prioritize competing demands; and to extend self to meet deadlines.ย โขOutstanding interpersonal and communications skills and the ability to deal diplomatically and effectively with clients at all levels in a multicultural environment. High degree of judgment, tact, and discretion in handling sensitive and confidential issues.ย
โขExcellent teamwork skills, flexible and willing to lend a hand to colleagues, taking on tasks that go beyond core job description.ย โขHands-on experience with administrative tasks and complex logistical arrangements.ย
โขStrong office technology skills. High level of proficiency in advanced functions of standard World Bank technology packages.ย โขExcellent command of verbal and written English and German.ย
โขExperience of development work either at field or HQ level is an advantage.
