The Position:

Rwanda has made remarkable progress in socio-economic transformation guided by Vision 2050 and the National Strategy for Transformation (NST2). Population dynamicsโ€”including fertility, mortality, migration, urbanization, and demographic transitionโ€”remain at the heart of sustainable development.

The Government of Rwanda, led by the Ministry of Finance and Economic Planning (MINECOFIN), in collaboration with stakeholders including NISR, MINISANTE, MIGEPROF, MINEDUC, MOYA, and MINALOC, is embarking on the development of the National Population Policy (NPP). The new policy will align with national priorities and global commitments such as the Sustainable Development Goals (SDGs), AU Agenda 2063, and the ICPD25 Programme of Action.

The Government of Rwanda recognizes the crucial interplay between population dynamics and sustainable development. To effectively address current and future demographic trends and ensure alignment with national development goals, the government is committed to developing a comprehensive National Population Policy. This policy will serve as a guiding framework for interventions aimed at improving the quality of life of all Rwandans, promoting socio-economic progress, and ensuring environmental sustainability.

Job Purpose:

Develop the population development policy to achieve a sustainable and balanced population dynamic that enhances the overall well-being, quality of life, and human rights of all individuals, while supporting long-term economic prosperity and environmental sustainability and aligning population needs with national priorities.

You would be responsible for:

Support the lead consultant to conduct a desk review of Rwandaโ€™s policy landscape, including NST2, Vision 2050, and sectoral strategies. Support the methodological guidance for policy formulation, implementation planning, and monitoring frameworks. Support integration of cross-cutting issues: gender, SRHR, youth, migration, aging, environment, and human capital development. Work closely with the international Lead Consultant and sector experts to contextualize findings. Facilitate technical workshops, stakeholder consultations, and policy validation sessions. Draft and finalize the National Population Policy and Implementation Roadmap, including advocacy materials for policymakers.

Qualifications and Experience:ย

Advanced degree (Masterโ€™s or higher) in Demography, Population Studies, Economics, or Social Policy.

Minimum 10โ€“15 years of relevant experience in population policy development and analysis at international level. Strong understanding of African demographic trends and global frameworks (SDGs, Agenda 2063, ICPD25). Proven experience in aligning population policy with socio-economic development agendas. Excellent analytical, facilitation, and report writing skills.

Languages:ย 

Strong Command of the Kinyarwanda language is a must.
