In line with this mission, NORCAP is partnering with the UN Office for the Coordination of Humanitarian Affairs (OCHA) in the Democratic Republic of Congo (DRC) to support efforts in improving humanitarian access. The DRC continues to face significant humanitarian challenges, with ongoing conflict and displacement affecting millions of people. To address these challenges, we are seeking an Access Officer to be based in Goma, Nord Kivu, for a 12-month assignment. The Access Officer will report to the Head of Office and work closely with local and international partners to enhance humanitarian access in the region.
As the Access Officer, you will take on the following responsibilities:
- Facilitate humanitarian access by liaising with local authorities, armed groups, and other stakeholders
- In collaboration with OCHA sub-offices and Information Management Unit, sets-up maintains and updates access incidents dataset (AMRF), access GIS datasets and supports production of humanitarian access maps.
- Monitor and analyses access constraints and provide regular updates to the coordination team.
- Develop and implement access strategies to ensure safe and timely delivery of humanitarian aid and protection.
- Provide guidance and support to humanitarian partners on access-related issues.
- Conduct access assessments and identify potential risks and mitigation measures.
- Coordinate with security teams to ensure alignment of access and security strategies.
- Represent OCHA in access-related meetings and forums.
- Prepare reports and briefings on access issues for internal and external stakeholders.
- Contribute to OCHAโs reporting on protection of civilians and humanitarian access. Draft and prepare regular access papers/reports highlighting relevant policy and operational factors affecting access, the humanitarian situation, and response efforts.
To excel in this role, candidates should possess the following qualifications and skills:
- Advanced university degree in international relations, political science, humanitarian affairs, or a related field.
- Minimum of 5 yearsโ experience in humanitarian access, civil-military coordination, protection of civilians or related roles. Additional experience in Access information management or protection monitoring is an added value.ย
- Proven expertise in negotiating access with local authorities and armed groups. Experience in protection negotiations is an added value.
- Strong understanding of the humanitarian context in the DRC and experience working in complex environments.
- Fluency in French and English is required. Swahili is an added value.
