ContextUNFPA is seeking candidates that transform, inspire and deliver high impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme results. The Administrative Associate, based in Ankara, will be delivering quality services administration and HR related matters of WFC staff as well as their administrative follow-up procedures. S/he will demonstrate a client-oriented, results-focused approach to interpreting the rules, procedures and guidelines in relation to HR and administration for Women Friendly Cities Project, while also providing support to the Country Office (CO).

Task Descriptionโ— Provides soft assistance in the form of facilitating operations that directly affect the effectiveness of WFC programme and its activities. โ— Promotes consistency and institutional alignment, which supports government and other counterparts' understanding and engagement with UN procedures. โ— Ensures operational continuity in the cases of UNFPAโ€™s programmatic work with or report to UMT/key experts. โ— Advises and follows-up on a variety of human resources requests and enquiries regarding but not limited to, WFC personnel, including key experts, short and long-term consultants and experts; collects and researches background information and provides guidance on relevant human resources guidelines and procedures. โ— Supports the recruitment process of WFC Project, including vacancy announcements, organization of and participation in short list/written test/interview panels, preparation of relevant score sheets/questions/criteria, preparation of minutes, conduct of reference check/academic credentials verification and medical clearance requirements, preparation of offer letters. โ— Assists in ensuring uninterrupted support for WFC by managing contracts of personnel engaged in the programme by monitoring of contractual status of personnel to ensure timely preparation and issuance of contract extensions upon completion of required performance assessments. โ— Acts as Leave Monitor of UNVs recruited for WFC project, reviewing eligibility of leave requests. โ— Assists in the implementation of the office learning plan, based on the needs assessment conducted for WFC staff and personnel. โ— Reviews, maintains, and updates confidential personnel information, records, and files; ensures completeness and accuracy of records and that follow-up system on actions are taken. โ— Adapts processes and procedures, anticipates and contributes to the management of operational requirements of the WFC project inputs under development programme in terms of contracts, equipment, customs/asset/vehicle management, and other programme and project-related events to facilitate programme/ project delivery. โ— Directly facilitates partnersโ€™ participation in meetings or events. โ— Contributes to the implementation of operational strategies through full compliance of administrative activities with UNFPA rules, regulations and policies โ— Supports the administrative work of the CO. โ— Supports travel arrangements and reviews travel related payments in compliance with UNFPA Duty Travel policy; as a support to the WFC Programme Assistant if needed. โ— Provides logistical and administrative support for workshops, missions, and field activities. โ— Prepares requests and supporting documents for payments, including common service payments. โ— Raises Requisitions in Quantum concerning travel and other administrative expenses. โ— Acts as the Country Office Human Resources Associate Back-Up as needed; โ— Performs other related duties as required. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: โ— Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day, 5th of December). โ— Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. โ— Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities (for instance at https://vra.unv.org). โ— Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. โ— Assist with the UNV Buddy Programme for newly arrived UN Volunteers. โ— Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Living conditions and remarksThis is a volunteer assignment, not an employment.
