    Organizational Setting and Reporting Relationship

    The position of Advisor, SEC and Head, Information Access Unit is assigned to the Information Access Unit (IAU) within the Office of the Secretary (SEC). You will be based at ADB Headquarters in Manila, Philippines, and all reasonable relocation expenses will be covered.

    You will report to The Secretary and will oversee assigned international and local staff.

    Your Role

    As Advisor, SEC and Head, IAU, you will support The Secretary in the planning, implementation, and oversight of SEC's vision, goals, strategies, and work plan in alignment with ADB's institutional objectives. You will lead and manage SEC's operational activities related to editing, circulation, classification, disclosure, and management of Board papers.

    You will:

    Leadership and Strategic Management

  • Support The Secretary in establishing and cascading SEC's vision, goals, development strategies, and key results areas, in compliance with ADB policies
Contribute to the implementation , and supervision of SEC's work programs, including the integration of ADB values Assist The Secretary in monitoring the quality of outputs and the achievement of long-term goals and annual objectives Support SEC management in addressing IAU's human resource matters, including recruitment, performance management, staff development, and conflict resolution

Disclosure of Information

Lead the implementation of ADB's Access Information policy (AIP) Develop and implement strategies and operational plans to improve the quality, shareability, security, and timeliness of information disclosure and responses to information requests from external parties Lead the preparation of the AIP annual report on ADB's compliance with the policy

Information Classificationยท

Advise staff on the information classification framework Formulate plans to operationalize the Administrative Order and implementation guidelines on information classification Support the Information Technology Department in information security and data regulation and governance

Editing, Circulation, and Management of Board Papers

Ensure the quality of papers circulated to the Board, including loan and technical assistance documents; economic, environmental, completion, and evaluation reports; information and policy papers; and strategy studiesยท Ensure compliance with Board document templates, ADB policies and procedures, the Handbook of Style and Usage, and international standards Oversee the circulation of papers to the ADB Board of Directors Develop strategies and action plans to improve document flow and information management processes

Knowledge Sharing

Lead initiatives to increase awareness of the AIP among external clients and ADB Staff Develop and deliver in-house seminars and workshops on disclosure, editing, information classification, and documents circulationยท Recommend improvements to ADB's policies, guidelines, and practicesยท Support SEC's knowledge management activities and other projects

Staff Supervision

Create and lead diverse teams and ensure the quality of their work Manage the performance of teams and individuals through clear direction, regular monitoring, and constructive feedback Provide mentoring to support continuous learning and professional development

Qualifications

You will need:ยท

Master's degree or equivalent; or university degree and at least 10 years specialized experience relevant to the position may be considered At least 15 years of work experience, including experience at the international level, with a strong understanding of development issues, particularly in the Asia and Pacific region Proven track record in communicating effectively with internal and external stakeholders in a multicultural environment Excellent management and leadership qualities Broad and cumulative knowledge of relevant concepts, principles, and practices, with the ability to share knowledge to benefit ADB and the wider international community Ability to manage staff performance and career development in a diverse workforce and foster a constructive and engaging work environment Excellent oral and written communication skills in English Strong mentoring skills and commitment to developing staff capabilities Please refer to the link for ADB Competency Framework for Managerial Staff grade 1.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for a managerial position, initially for a period of 3 years or up to Staff's Normal Retirement Date (NRD) whichever comes earlier, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for an additional fixed term period of up to 3 years or allow it to expire. This decision will be made in the overall interest of ADB, based on factors including, but not limited to, ADB's medium- to long-term plans for the organizational unit, the relevance of the staff's skills to those plans, and the staff's managerial and behavioral competencies. Notwithstanding the length of the initial or any subsequently renewed FT-M, the expiration date of any fixed-term appointment will not exceed the Staff's NRD. There is no limit on the number of renewals up to Staff's NRD. However, this appointment is not convertible to a regular appointment.
