Conduct data analysis to support the validations of route network, airspace structures utilisation rules (RAD), civil/military airspace structure availability to allow safe and efficient implementation, and ensure, in coordination with other services and partners, coherent and coordinated evolutions. Ensure the integration of regional and local airspace design projects in the airspace data models (notably in NEST) to maintain network connectivity and interoperability with the surrounding airspace structures. Perform analysis and support the progress of implementation in the field of airspace design and airspace utilisation (RAD) developments to allow monitoring of performance achievements against European targets. Develop plans and procedures relevant to the European Route Network Improvement Plan and ensure alignment with all the Free Route Airspace (FRA), regional and local airspace projects. Consult internal and external stakeholders (i.e. OPS, ANSPs, airlines, military, etc.) to identify airspace design and airspace utilisation (RAD) requirements and propose and obtain their commitment for improvements and cross-border solutions. Collaborate with internal and external partners, and participate in events, workshops, meetings, etc. and projects to share expertise and contribute to initiatives in the area of expertise. Produce and/or contribute to reports, working papers, presentations, etc. and technical documents to document analyses, findings and recommendations. Stay updated on latest technological developments, methods, best practices and trends, and share them within the internal community to enhance organisational knowledge. Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

Completion of third level studies in a relevant field, meeting EQF Level 7 and minimum 3 years relevant professional experience or completion of third level studies in a relevant field, meeting EQF Level 6 and minimum 4 years relevant professional experience. Refer to the European Qualifications Framework (EQF).
Or professional training of an equivalent level (eg Air Traffic Controller - ATCO) and minimum 3 years relevant professional experience. Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate. Experience or knowledge of airspace design including Free Route Airspace. Experience or knowledge of Route Availability Document (RAD). Experience or knowledge of the planning tools and data (NEST/DDR2). Knowledge or understanding of airspace simulation validation techniques. Project management and presentation skills. Knowledge of cartographic and GIS tools such as ARGIS PRO suite and AIXM5 data exchange model would be an asset. Analytical: you analyse information and identify relationships. The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become at least a basic user of French at level A1/A2 before the end of the probation period.
The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

The selected candidate will be offered a contract for a duration of 5 Year(s) in accordance with the provisions of the Staff Regulations governing officials at EUROCONTROL. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract. The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years. The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level. Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
