Organizational Setting

Guided by the Country Program Framework 2023 -2027, FAOโ€™s country programme in Egypt is aligned with country priorities as expressed in national strategies such as; Vision 2030, 2030 Updated Sustainable Agricultural Development Strategy and Action Plan (SADS-2030), National Water Resources Plan, 2017-2037, Egypt National Climate Change Strategy-2050 and First Updated Nationally Determined Contributions (2022), National Food and Nutrition Strategy (2022-2030), Egypt National Action Plan for Antimicrobial Resistance (2018-2022), Programmer (2022), National Strategy for the Empowerment of Egyptian Women, 2030, Haya Karima Initiative (Decent Life โ€“ Sustainable Rural Communities) 2019-2030, Nexus of Water, Food and Energy (NWFE) Program, and residential Initiative โ€œBedaya โ€“ A New Beginning for Human Buildingโ€.

Through the support of various international donors, FAO Egypt is implementing a growing portfolio of projects covering but not limited to; land and water enhancement, agriculture production, animal health, climate change adaptation, agrifood value chain development, food security and nutrition and support to vulnerable rural and smallholder farmers. Further, an expected pipeline of projects covering climate change adaptation, natural resources management, biodiversity restoration and risk reduction is expected. FAO Egypt also sits in various coordination mechanisms in the country, in a strategic capacity, as a technical lead for food systems and agriculture.

To deliver its program, FAO Egypt is working with several line ministries such as Ministry of Agriculture and Land Reclamation Ministry of Environment, Ministry of Foreign Affairs, Ministry of Health and Population, Ministry of Social Solidarity, Ministry of Water Irrigation, and Ministry of Youth and Sports.

Reporting Lines

The Animal Health and Production Expert will work under the direct supervision of the FAOR Egypt (Day-to-Day Manager), and the overall supervision of the ADG/Regional Representative for the Regional Office of the Near East and Nort Africa (RNE). S/he will work in collaboration with technical and operational teams in-country and at the RNE.

Technical Focus

Contribute to the effective delivery of the FAO Egypt country program by performing technical and project management tasks related to animal health and production and One Health elements of the country programme.

โ€ข ย ย ย ย Contribute to programme design and strategic discussions within the area of animal health and production;ย 
โ€ข ย ย ย ย Provide technical advice, guidance and support to animal health and production components in projects within the FAO Egypt programme portfolio;
โ€ข ย ย ย ย Update the FAO Egypt teams of policies and developments in the livestock, animal health and One Health;
โ€ข ย ย ย ย Develop and maintain effective partnerships and linkages with relevant ministries and stakeholders in the animal health sector and one health space;
โ€ข ย ย ย ย Lead resource mobilization efforts in FAO Egypt in technical areas relevant to the livestock sector (animal health and production);
โ€ข ย ย ย ย Coordinate with HQ and RNE technical officers to promote sustainable livestock development through the country program;

2.ย ย ย ย Serve as Coordinator for all animal health and livestock production projects within the FAO Egypt portfolio. This includes, but is not limited to, the following:

โ€ข ย ย ย ย Coordinate and provide day-to-day guidance to other staff working on the assigned project;ย 
โ€ข ย ย ย ย Contribute to the preparation of annual work plans in collaboration with the projectsโ€™ teams;
โ€ข ย ย ย ย Coordinate and oversee the implementation of project activities in accordance with the work plans and project objectives and harmonise implementation across selected governorates;
โ€ข ย ย ย ย Establish and act as ex officio member the Projects Steering committee;
โ€ข ย ย ย ย Support the design and implementation of monitoring and evaluation frameworks to assess the impact, feasibility, and scalability of projectsโ€™ interventions;
โ€ข ย ย ย ย Lead the analysis of projectsโ€™ data and contribute to the development of policy briefs, technical notes, and other evidence-based recommendations;
โ€ข ย ย ย ย Facilitate the development of procurement plans in collaboration with responsible project personnels;
โ€ข ย ย ย ย Conduct regular field visits to monitor projectsโ€™ implementation and progress;
โ€ข ย ย ย ย Organize and lead regular coordination meetings with projectsโ€™ personnel to ensure consistent communication and alignment of activities;ย 
โ€ข ย ย ย ย Lead and coordinate key projectsโ€™ events at both the national and governorate levels, including inception meetings, workshops, stakeholder consultations, field data collection activities, and in-person and virtual trainings;
โ€ข ย ย ย ย Provide timely feedback and clarifications to inquiries received from projectsโ€™ teams, FAO officers, governments counterparts, and local institutions;
โ€ข ย ย ย ย Provide regular feedback to the FAOR including detailed progress and meeting reports according to the projectsโ€™ needs, results of the pilots and lessons learned;
โ€ข ย ย ย ย Review and finalise knowledge products and reports related the projectsโ€™ activities and submit for review and clearance;
โ€ข ย ย ย ย In collaboration with the communication team and the projectsโ€™ teams, contribute to enhancing projectsโ€™ visibility through documentation and dissemination of key achievements and milestones;
โ€ข ย ย ย ย Perform other duties as may be required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirementsย 
ย ย 
โ€ข ย ย ย ย Advanced degree in veterinary sciences, animal production and related fields;
โ€ข ย ย ย ย At least seven years of relevant experience in planning and implementing sustainable livestock and agricultural development projects and programmes;ย 
โ€ข ย ย ย ย Working knowledge (level C) in the English and Arabic languages;
โ€ข ย ย ย ย National of Egypt.

Technical/Functional Skills
