Project Context and Scope

e integration of human mobility dimensions into disaster risk reduction (DRR) and climate policies in Botswana remains constrained by a lack of data and research on current and future environmental and climactic risks and their likely migratory impacts. While population displacement due to rapid onset weather events such as flooding are more visible impacts, limited knowledge exists regarding the impact of slow-onset weather events, and how these phenomena influence migration decisions, including how men, women, boys and girls are affected differently. So far, coordinated efforts to examine the link between migration and environmental change in Botswana have been limited. ย

To address this limitation, the International Organization for Migration (IOM) Botswana Office is supporting the Government of Botswana, through the Ministry of Environment and Tourism, on a 24-month project. The objective of this initiative is to contribute to the Government's efforts in addressing migration, environment, and climate change (MECC) dynamics in Botswana, with a particular focus on mainstreaming human mobility into relevant policies. The project aims to deepen the understanding of the connections between climate change and human mobility in Botswana while supporting the integration of human mobility considerations into relevant policy frameworks. These include, but are not limited to, disaster risk reduction and climate change adaptation policies. Through its activities, the project will: Analyse the impact of natural hazards on human mobility, with a focus on gender dimensions; assess the integration of human mobility dimensions into existing policy frameworks, including disaster preparedness, disaster response, disaster risk reduction, and climate change adaptation; and develop actionable recommendations and provide technical guidance to authorities and key stakeholders on effectively incorporating human mobility considerations into policy development and implementation.ย 

The National Consultant will play a pivotal role in supporting the effective implementation of Mainstreaming Human Mobility in Climate and Disaster Risk Reduction Strategies in Botswana: 1) develop a gender-sensitive baseline report on the link between disasters, climate change, and mobility trends, and 2) develop a Human Mobility Climate Change Policy Analysis for Botswana by providing coordination, data management, and administrative assistance. For both outputs, the National Consultant will support the collection of primary and secondary data, the organization and conduction of interviews, focus groups, and stakeholder consultations, and the management of datasets for the lead consultants' use. The National Consultant will be comfortable assisting with the collection data in key areas of interest in Botswana identified by the consultants and will coordinate field visits and consultations by liaising with stakeholders and arranging logistics, while managing timelines and providing administrative support to guarantee the timely submission of deliverables. Additionally, they will support the preparation of initial drafts for the deliverables, consolidate findings from data collection activities, and review content for consistency and clarity. To enhance stakeholder engagement, the National Consultant will prepare materials for meetings, document feedback, and ensure it is integrated into the final outputs. Finally, they will assist with ensuring appropriate coordination and alignment of deliverables occurs between the two consultants.ย  ย ย

International Organization for Migration (IOM), Botswana Country Officeโ€”Project Name: Mainstreaming Human Mobility in Climate and Disaster Risk Reduction Strategies in Botswana (Code: BW10P0513). The consultant will be under the overall supervision of the Chief of Mission/ Officer in Charge and direct supervision of the Project Support Unit, in collaboration with the Ministry of Environment and Tourism.ย 

Tasks to be performed under this contract ย  Liaise with the two consultants to support with methodologies, research activities, and deliverables.ย  Organize bi-monthly coordination meetings to discuss progress, challenges, and alignment of outputs.ย  Synthesize findings from the policy analysis and baseline research to identify overlaps, gaps, and opportunities.ย  Develop a consolidated report summarizing insights and recommendations from both projects, ensuring they are complementary and actionable.ย  Facilitate consultations with stakeholders, ensuring the alignment of project outputs with national priorities.ย  Represent the IOM and ensure coherence in stakeholder meetings related to both consultancies.ย  Review deliverables from both consultancies for consistency, technical accuracy, and adherence to IOM standards.ย  Provide feedback and recommendations to the consultants to refine outputs.ย  Organize a workshop for key stakeholders to present the integrated findings.ย  Perform any other duties assigned to.ย ย  ย  Performance indicators for the evaluation of results ย  Detailed plan for collaboration and alignment of activities, submitted within two weeks of the contract start.ย  Monthly updates on coordination efforts, challenges, and resolutions.ย  Comprehensive report synthesizing findings from both consultancies, including actionable recommendations (submitted at the end of the fifth month).ย  Presentations and materials for the stakeholder workshop.ย  Final Report: Detailed summary of coordination activities, integrated findings, and next steps for policy integration.ย  ย  Education Advanced degree in Social Sciences, Environmental Studies, Migration Studies, or related fields.ย  Experience At least 2 years of experience in research on climate change, disaster risk reduction, and human mobility.ย  Proven expertise in gender-sensitive research and analysis Familiarity with Botswanaโ€™s socio-political and environmental context is an advantage.ย  Skills Strong analytical, communication, and report-writing skills.ย  Languages Fluency in English and Setswana; knowledge of local languages is a plus.ย  IOMโ€™s official languages are English, French and Spanish.
