Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is an FHI 360 implemented global health initiative project funded by United States Government (U.S.G). FHI 360 is seeking applications from qualified Mozambicans for an Associate Director Programs position for the EpiC Project in Mozambique, focused on improving, maternal, newborn, child health, immunization and nutrition outcomes by increasing use and access to high quality services.

Job Summary:

The AD Programs will work under the supervision of the EpiC Project Director and will provide oversight and quality assurance for project start-up, field-level implementation and monitoring, reporting, budget management and tracking tasks in close collaboration with technical, finance and operations staff. S/he will ensure an efficient and successful subgrant management process and will ensure compliance with internal and external regulations, including adherence to budget, scope, and schedule requirements of the project. The incumbent will be the primary liaison for the project with other health partners and government counterparts through the MOH/ Health Partners Group (HPG) dialogue structure and will be expected to cultivate strong working relationships with local, national stakeholders including all local implementing partners, Ministry of Health (MOH), US Department of State (DoS) in Mozambique, GAVI, and other Future Global Health Initiatives (FGHIs). The position will plan and direct schedules and monitor budget/spending. S/he will select, develop, and evaluate personnel to ensure efficient project implementation and will work closely with management to ensure financial, administrative, contractual, logistical efficiency and compliance. Serves as a liaison between staff and the organizationโ€™s administrative, technical, and enterprise services to maintain smooth operations between headquarters and field offices. The AD Programs will be responsible for the supervision of the program and finance staff ensuring that activities are implemented smoothly. The position will be based in Maputo and will report to the EpiC Mozambique Project Director.

Accountabilities:

  • Provide support to the EpiC Project Director to ensure the project is implemented in an efficient, compliant, timely and results-oriented manner
  • Lead the project management functions for EpiC MNCH+N, including development of structured annual workplans, ensuring smooth program implementation, track performance, budgets and deliverables and reporting.
  • Manages, implements, and monitors systems, services, staff, and budgets to achieve financial, administrative and project goals.
  • Cultivate strong working relationships with local, national, and international stakeholders including all local implementors (IAs), Ministry of Health, US DoS, CDC, FGHIs, GFATM etc. and other relevant organizations in Mozambique to ensure smooth operation of programs and activities supported by FHI 360
  • Provide support to the Project Director and HQ backstop to ensure that donor and HQ requests are appropriately responded to and deliverables duly submitted
  • Serve as the primary point of contact and collaboration for the team with in-country stakeholders, including health partners, project implementation partners, Government of the Republic of Mozambique thematic working groups dialogue structures and other key stakeholders.
  • Oversee/manage partnerships and ensure strong lines of communication and collaboration are established and maintained.
  • Supports project director in clearing all expenditures relating to budgets for approval.
  • Support project staff to write protocols, papers, document project reports and disseminate lessons learned and best practices, incorporating these into new designs and ensure accuracy and appropriateness.
  • Collaborate with the Project Director to proactively identify opportunities for new project initiatives and funding to support them.
  • Recruits, orients, and supervise program, finance, and operations staff to support project and ensure the completion of programmatic and workforce planning needs are met and achieved.
  • Constantly troubleshoot, identify and elevate project implementation and management emerging issues to Project Director and management team as appropriate.
  • Collaborates with cross functional groups on matters concerning staff development that leverages international staff to mentor local staff, so as to maintain project accountability and scale in the short term and fast track capacity building for the long term.
  • Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
  • Performs other duties as assigned.
