Contract InformationThe first year of contract will be probationary with the possibility of further extension subject to satisfactory performance

Salary InformationUS$ 43,144 net per annum, plus post adjustment (currently US$ 31,624). Salary is free of income tax in the United Kingdom

PurposeThe Associate Evaluation Officer will work under the overall guidance of the Head of the Internal Oversight and Ethics Office (IOEO) and the direct supervision of the Evaluation Officer to support evaluation-related activities in line with the United Nations Evaluation Group (UNEG) Norms and Standards (2016) and Ethical Guidelines (2020)

Duties and ResponsibilitiesAssist with conducting, managing and/or quality assuring evaluations that are impartial, independent, credible, and meet professional standards. Participate in the evaluation of projects, including cluster and programmatic evaluations.Assist in the planning, preparation, and organization of evaluation processes; Prepare draft terms of reference and support data collection, interpretation, and visualization.Apply qualitative and quantitative methods and tools for data collection and analysis;Assist with recruiting and/or managing evaluation consultants; Review and format draft reports as required;Review draft evaluation reports for quality control purposes;Ensure appropriate presentation of findings, conclusions, and recommendations;Assist in the monitoring of the management response and follow up on evaluations;Support the organization of and participate in meetings, workshops, and other discussion fora to establish a dialogue on evaluation evidence and results;Support the integration of evaluative thinking into project design and implementation with a view to increasing the likelihood of effectiveness, efficiency, coherence, and sustainability. Compile, analyse and summarize information on completed, ongoing and upcoming evaluation-related activities to support planning and knowledge management.Assist in the provision of training and/or advisory services on evaluation, self-evaluation, monitoring and results-based management. Support the promotion of managing-for-results and evaluation functionsCompile and synthesize lessons learned for organizational learning and quality improvement regarding technical cooperation. Collect and analyse data to identify evidence gaps and needs. Engage in UNEG working groups and participate in system-wide activities pertaining to project evaluations and/or technical cooperation, as required. Keep abreast of developments in evaluation, social research, and international development. Perform any additional tasks that may be required to ensure the success of project evaluations including administrative tasks related to extrabudgetary project and activity evaluations

Required CompetenciesBasic knowledge of the role of the UN specialized agencies, funds and programs and its components; understanding of governmental relationships and the UN legislative process; knowledgeable of the 2030 Agenda for Sustainable Development and its SDGs as well as other international frameworks; knows where to find the relevant policy and operational reference documents.Complies with the United Nations Evaluation Group (UNEG) norms, standards, and ethical principles; integrates human rights and gender equality into evaluation design and implementation; understands humanitarian and global geopolitical issues as they relate to the evaluation mandate; seeks assistance to develop knowledge and skills.Facilitates the development of theories of change and logic models for projects or simple programmes; applies evaluation quality assurance mechanisms and develop terms of reference; identifies the appropriate evaluation designs and methods; able to collect and analyze data from multiple sources. Able to determine the scope of an evaluation and develop realistic workplans and monitoring tools; capable of coordinating evaluation processes; values diversity. Excellent interpersonal skills, with multiple and diverse stakeholders; ability to negotiate evaluation priorities within the resources available; builds networks and shares evaluation knowledge.Understands the value of utilization-focused evaluations and evaluative thinking; knowledgeable on programme monitoring and evaluation, and on mechanisms to promote learning within organizations

ExperienceProfessional experience in social research, project evaluation and/or monitoring. Experience in applying multiple methods for data collection, analysis, and triangulation. Experience in developing theory of changes, logical frameworks, and/or other logical models. Experience in gender, diversity inclusion and human rights. Knowledge of current and emerging global development challenges in the areas of IMO’s mandate is an asset

EducationUniversity degree in social sciences, evaluation, or in a related field is essential

Language SkillsFluency in English (written and oral) is essential. Knowledge of one of another official language of the United Nations, i.e., Arabic, Chinese, French, Spanish and Russian would be an asset

OthersProficiency in MS Office applications is essential. Knowledge of tools and programmes for data collection, analysis, and visualization is essential. Ability to effectively communicate to the targeted users and audiences is essential. Cultural sensitivity and responsiveness is essential
