Org. Setting and ReportingOIOS is the internal oversight function of the United Nations and assists the Secretary-General in fulfilling her or his oversight responsibilities in respect of the resources and staff of the Organization through the provision of audit, investigation, and inspection and evaluation services. This position is located in the Office of the Under-Secretary-General (OUSG) of the Office of Internal Oversight Services (OIOS) in New York. The Chief of Office supports the Under-Secretary-General in the discharge of her or his responsibilities related to overall OIOS strategic direction, programme planning, resource management, monitoring and reporting, internal and external coordination, and representation and liaison with OIOS stakeholders. The Chief is also responsible, on behalf of the Under-Secretary-General, for managing the staff and resources of OUSG. ResponsibilitiesThe Chief of Office supports the programme of work that is entrusted to the Under-Secretary-General for OIOS and supports her or him in the full range of her or his complex and extensive responsibilities. In that capacity, and in close coordination with and under the overall direction of the Under-Secretary-General, the Chief supports the Under-Secretary-General by undertaking the following responsibilities: โข Providing strategic guidance on overall OIOS Policy development, programme planning and budgeting, human and financial resource management and administration, and risk management. Coordinating and overseeing the preparation of overall OIOS strategic and programme plans and budgets, monitoring their implementation, and coordinating reporting of results, including annual and other OIOS reports for submission to the Secretary-General and heads of entity and for presentation to intergovernmental bodies, audit committees, and other OIOS stakeholders. โข Supporting the development of overall OIOS operational policies and procedures and monitoring the implementation of OIOS management and policy decisions across OIOS, including pertaining to human and financial resources management, information management and security, and the use of information and communications technologies. โข Ensuring effective systems of delegation of authority within the Office, monitoring the optimum use of human and other resources, expertise and experience, overseeing internal OIOS-wide risk-management initiatives, and overseeing initiatives and procedures for enhancing staff accountability and conduct and discipline. Assisting OIOS senior leaders in the discharge of their functions by supporting the coordination of the activities of the three OIOS Divisions, both at Headquarters and in the field, including by identifying initiatives for strengthening the day-to-day internal management of OIOS and evaluating OIOS performance. โข Fostering relations with and providing support and advice to the Under-Secretary-General and OIOS senior leaders in their interactions with: Member States; the General Assembly and its Committees and subsidiary organs; audit; internal Secretariat committees and task forces; the Executive Office of the Secretary-General; heads of entities; other oversight functions in the UN; and other OIOS stakeholders. โข Providing leadership and support to the staff in the OUSG to ensure the provision of high-quality support for programme planning and implementation, and human and financial resource management, and compliance with policies and procedures across OIOS. โข Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. โข Carrying out other special assignments, as requested by the Under-Secretary-General. EducationAdvanced university degree (Masterโs degree or equivalent) in business or public administration, finance, accounting, law or other relevant related areas. A first-level university degree in combination with extensive qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage. Job - Specific QualificationOversight-related professional certifications and qualifications is desirable. Work ExperienceA minimum of fifteen years of progressively responsible experience in human resources management, administration, logistics, financial management, budget or related field is required. Proven track record of managing programmes, people and resources, and technical leadership in audit, investigation, and/or inspection and evaluation functions in large international organizations is required. Experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Either French or Arabic or Chinese (Mandarin) or Russian or Spanish is desirable.
