South East Asia Multi-Country Office (EAPMCO)
The South East Asia and Pacific Multi Country Office (EAPMCO) supports, develops and oversees the UNOPS projects in South East Asia and the Pacific. EAPMCO was established in January 2023 following the merger of the Thailand Multi-Country Office, which covered 20 countries across North East Asia, South East Asia and the Pacific, and the Cambodia Multi-Country Office, which covered 4 countries South East Asia - 3 countries in the Mekong Sub-region (Cambodia, Lao PDR and Vietnam) and the Philippines. EAPMCO currently covers 24 countries across North East Asia, South East Asia and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises nine business units: SEMCO Thailand, EAPMCO Indonesia, EAPMCO Pacific Operations Cluster, EAPMCO Papua New Guinea, EAPMCO China, EAPMCO Vietnam, EAPMCO Lao PDR, EAPMCO Philippines and EAPMCO Cambodia.
In 2024, the UNOPS EAPMCO implemented projects worth more than USD 80 million, in the areas of Energy Transition, Digital Transformations, Sustainable Environmental Management, Climate Change, Waste Management, Rule of Law and Access to Justice, Water, Sanitation and Hygiene (WASH), Post Conflict Reintegration, Emergency Relief, Post COVID19 Economic Transformations, and Health, through HR, procurement, construction, contract management, fund and program management services. The Multi Country Office head office in Bangkok provides strategic direction, operational support, delivery oversight, and assurance of the excellence of business processes and quality standards across all of the Multi Country Office locations. It is also responsible for developing, delivering and managing the portfolio of engagements in the country of the MCO location itself.
Southeast Asia Energy Transition Partnership
The Southeast Asia Energy Transition Partnership (ETP) brings together governments and philanthropies to work with partner countries in the region. We support the transition towards modern energy systems that can simultaneously ensure economic growth, energy security, and environmental sustainability. Enabling the transition toward greener energy systems will greatly contribute to the achievement of the UNโs Sustainable Development Goals (SDGs) Agreement objectives.
ETP focuses on Indonesia, the Philippines, and Vietnam, which are the countries in the region with the highest energy demand, a substantial pipeline for fossil fuel-based projects, and a significant and cost-effective potential for renewable energy and energy efficiency. ETP provides high-level technical advisory support, holistic support to Governments on financing and technical needs, capacity and skill development, and facilitation of dialogues in all related areas.
Communications Senior Officer (Graphic Designer)โs Role
The Communications Senior Officer (Graphic Designer) will be home-based and is part of ETPโs retainer pool. This is not a full-time position. Retainers are engaged to carry out tasks on an intermittent basis, called upon to work when needed or as planned. There are no guaranteed minimum working hours or days.
The Communications Senior Officer (Graphic Designer) will work under the overall supervision of the Senior Fund Manager, and collaborate closely with ETP Senior Communications Officer. S/he will develop a workplan upon signing the contract, and can update the workplan periodically to adjust to ETPโs needs and requirements. Specifications and deadlines for each individual assignment will be given to the Communications Senior Officer (Graphic Designer) as and when the services are requested.
Warranties
The Communications Senior Officer (Graphic Designer) warrants to ETP that the works are original works and in no way infringe upon any existing copyrights. The Communications Senior Officer (Graphic Designer) shall indemnify ETP against any legal liability incurred due to claims that the designs violate these warranties.
The Communications Senior Officer (Graphic Designer) agrees that all intellectual property rights, including copyright, for any and all deliverables produced under this contract, will be transferred to and vested in ETP upon completion.
Upon completion of all design work outlined in the contract, the Communications Senior Officer (Graphic Designer) shall deliver to ETP all soft copies of the design work. These files must be provided in a reusable format (.png, .jpeg, .jpg). All linked files, fonts, and necessary assets for full editing and reproduction of the designs shall be included in the delivery.
Functional ResponsibilitiesProduce a portfolio of products, designs, graphics, infographics, illustrations, templates and materials (print, electronic, web-based, new media), based on ETP needs and respecting ETP Communications and Branding guidelines;
Develop clear and impactful visuals (graphics, charts, illustrations, infographics, maps) based on quantitative data and written content;
Recommend and apply consistent design styles, layouts and color palettes;
Ensure the visuals support and enhance the readability of documents for diverse audiences;
Support the editing and formatting of existing documents for both print and digital publication, optimising layout for readability, and be able to guide printers/publishers as needed;
Create visuals for social media, events and other promotional channels;
Work collaboratively with ETP staff to discuss requirements; develop and refine design option based on feedback;
Perform other related graphic design tasks, as needs arise.

Education:
Minimum advanced university degree (Masterโs or equivalent) or higher degree in Graphic Design, Visual Arts, Multimedia Arts, Communications, or other related fields is required.
A first university degree (Bachelorโs or equivalent) in the above-mentioned fields with two (2) additional years of relevant experience may be considered in lieu of an advanced degree or higher degrees.
Experience:
Minimum two (2) years of experience in the fields of graphic design, multimedia, visual arts is required.
Experience of graphic production from start to published/printed product is required.
Language requirements:
Fluency in written and oral English required.
Knowledge of another official UNOPS language is an asset.
Specific requirements:
Access to and proficiency in design software, including Adobe Photoshop, Illustrator and Indesign, is required. Software subscription fees are excluded from the contract.
Familiarity with Canva or similar editing software is desirable.
Good knowledge of Google-suite applications is an asset.
As part of the application, the candidate must submit a portfolio sample of at least three (3) completed works (report design, charts, infographics, brochures, etc.).

For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete) in your own time, before providing services to UNOPS. Refreshers or new mandatory courses may be required during your contract. Please note that you will not receive any compensation for taking courses and refreshers.
