The Partnership for Harmonized Operations, Effectiveness, and Navigation in Implementing European Investment Bank (EIB) Resilient Syunik Program (PHOENIX-RESYP) is an EU-UNDP technical assistance initiative aimed at supporting the Ministry of Territorial Administration and Infrastructure of Armenia (MTAI), Project Implementation Unit (PIU) of the Armenian Territorial Development Fund (ATDF), Governorโs office and target municipalities of Syunik province under Resilient Syunik Program (RESYP) programme funded by the EIB.
The overall objective of the Project is to strengthen infrastructure resilience in Syunik province and enhance delivery of accessible public services, including education, health and safe drinking water supply, as well as energy efficiency through support to the proper implementation of the Syunik Resilience Program framework loan provided by the EIB.
The PHOENIX-RESYP Project outcome is to ensure effective planning, operation, and monitoring of schemes financed under the EIB loan enabled through strengthened governance capacity of the MTAI, ATDF and MOF.
The Outputs of the Project are as follows:
Output 1.ย Effective operation management system for implementing RESYP project is in place at the ATDF.
Output 2. The ATDF PIU operates effectively, with optimized internal processes and enhanced capacity to manage implementation and procurement functions.
Output 3. Quality investment proposals with procurement plan developed and approved by MTAI and ATDF.
Output 4. Independent verification and anti-corruption measures are embedded and consistently applied throughout the PIU operations to ensure transparency and integrity across all operations.
Output 5.ย Enhanced capacity of ATDF, line ministries, Syunik local government, and communities to identify, prepare, implement, and monitor development operations effectively.
Duties and Responsibilities
Facilitate Stakeholder Engagement and Coordination:
Design and operationalize aย participatory stakeholder engagement strategyย aligned with the Stakeholder Engagement Plan (SEP), ensuring alignment with EIBโs Environmental and Social Standards (ESS) and UNDPโs conflict-sensitive guidelines. Lead the implementation of the Stakeholder Engagement Plan (SEP). Conductย stakeholder mappingย to identify key actors (local communities, municipalities, CSOs, displaced populations, women/youth groups, etc.) and tailor engagement approaches to their needs. Maintain a stakeholder database and engagement log, tracking interactions, issues raised, and follow-up actions. Establish and maintain regular communication with key stakeholders including local authorities, CSO-s, community leaders, vulnerable groups, and other project partners. Organize, facilitate, and document stakeholder regular consultations, town hall meetings, public information meetings, and focus group discussions to ensure transparency, inclusivity and to integrate community feedback into project design, implementation, and monitoring. Integrate gender equality, youth empowerment, and inclusion of marginalized groups (e.g., persons with disabilities, ethnic minorities) into all engagement activities.Promote Community Outreach and Communication:
Develop appropriateย communication materialsย (e.g., brochures, radio spots, social media content) to inform communities about project objectives, timelines, and benefits. Leadย awareness campaignsย on infrastructure interventions (e.g., new educational institutions, clinics, water systems) to ensure transparency and manage expectations. Promote participatory approaches in all community-level activities to strengthen local ownership, voice, and accountability. Ensure that community members, particularly women, youth, and vulnerable populations, are meaningfully engaged and represented. Identify community concerns and perceptions early and ensure appropriate and timely feedback mechanisms are in place. Establish and manage aย community feedback mechanismย (e.g., hotlines, suggestion boxes, digital platforms) to capture concerns related to project activities. Ensure timely resolution of grievances in collaboration with the Environmental and Social Safeguards Analyst, adhering to EIBโs redress protocols. Document and report grievances, resolutions, and lessons learned to inform adaptive management. Monitor social dynamics and potential risks in the target areas and provide regular analysis and recommendations to the project team.Facilitate Capacity Building and Reporting:
Build capacities of local actors, including community groups and municipal counterparts, on participatory governance, social inclusion, and inclusive decision-making. Support the Syunik Governorโs Office and municipalities to institutionalize community engagement practices beyond the project lifecycle. Promoteย local ownershipย by involving communities in monitoring infrastructure construction and service delivery. Provide technical inputs to training materials, community development plans, and communication tools tailored to local contexts. Prepare periodic reports on community engagement activities, including success stories, challenges, lessons learned, and recommendations. Provide inputs to Project Manager for donor and project reports related to community relations and social performance indicators. Ensure timely and accurate documentation of stakeholder engagement processes and consultations.Contribute to knowledge management and information sharing:
Organize training for the project personnel to enhance their capacities in the technical matters of the thematic area of the project.ย Contribute substantively to knowledge networks and communities of practice within the thematic area of the project.ยThe incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangements:
The Community Engagement and Stakeholder Relations Analyst works under the supervision of the Project Manager and the overall guidance of UNDP CO Democratic Governance Programme Analyst / Team Leader, and closely collaborates with UNDP CO Programme/Operations Team, as appropriate. The incumbent provides effective and efficient implementation of project activities with major focus on ensuring EIB standards, policies and procedures under all pillars of the Project.
The Community Engagement and Stakeholder Relations Analyst will be given access to relevant information necessary for the execution of the tasks under this assignment.

Education:
Master's degree or equivalent in Social Science, Developmentย Studies, Public Administration, or related field is required, or; Bachelorโs degree in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.Experience:
Applicants with a masterโs degree (or equivalent) in a relevant field of study are not required to have professional work experience.ย Applicants with a bachelorโs degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experienceย in community engagement social impact assessment, or stakeholder coordination, preferably in post-conflict or infrastructure development contexts (preferably with EIB, EU, or UN-funded)Language:

Proven track record of working with displaced populations, local governments, and civil society in Armenia or similar development settings. Advanced knowledge of participatory development tools (e.g., participatory rural appraisal, focus group methodologies). Experience designing and managing grievance redress mechanisms in infrastructure projects.
