Project Summary
Funded by the World Bank under the regional EAGER initiative and implemented by Mozambiqueโs National Youth Institute (INJ), the two year โEu Sou Capazโ program will be implemented in 12 districts in southern Mozambique. The program aims to reduce school dropout and early pregnancy among girls by addressing social norms, improving access to education, and enhancing girlsโ empowerment. Key activities include distributing school uniforms, bicycles, and menstrual hygiene kits; providing life skills training in Safe Spaces for out-of-school girls; engaging community leaders and partners through awareness and behavior change campaigns; and supporting identity registration through Citizenship Fairs. The project will manage community-level implementation, including recruiting and managing a network of local mentors and facilitators, coordinating awareness efforts, and ensuring robust monitoring and evaluation.
This position is contingent upon donor funding awarded to FHI 360 and will be based in Mozambique.
Role Description
The Community Engagement Senior Officer will report to the Team Leader and lead the development and implementation of activities that engage community structures such as mentors, school focal persons, and other community activists
Technical Requirements
Develop and ensure the implementation of the project community entry and engagement strategy.
In collaboration with the Training Specialist, ensure consistent, high quality training delivery to project partners, including government and local partners on community engagement.
Employ a proven capacity building approach for local community structures partnering with the project to ensure sustainability of the project interventions.
Collaborate effectively with INJ and Ministry of Labour Gender and Social Action (MTGAS) counterparts on community engagement activities while building their capacity.
Guide and support supervisors in the implementation of effective community-based adolescent girls and young women (AGYW) recruitment strategies that allow the rapid identification and enrollment of the most vulnerable AGYW ages 10-17.
Support supervisors in the recruitment and training of mentors and facilitators. Ensure these cadres receive comprehensive training that allows them to properly mentor AGYW, manage safe spaces, and implement the curriculum-based primary interventions with fidelity.
Guide and support Supervisors in establishing and running community-based safe spaces for AGYW according to national and international standards.
Support supervisors and community cadres in establishing a strong referral relationship with key clinical service providers, such as SRH, HIV testing, PrEP, and post-violence care .
Conduct regular supportive supervision field visits to ensure Eu Sou Capaz activities adhere to the established guidelines, standards, and SOPs.
Provide technical assistance to subpartner to address any programming gaps or technical quality issues identified during field supportive supervision visits.
Perform other duties as assigned by the Team Lead
Education
Bachelor's Degree or its International Equivalent in Anthropology, Sociology, Public Health, Community Development or Related Field.
Experience
Minimum of 5 years of experience (preferably in Mozambique) in Advocacy, Community Mobilization and Communication for Social and Behavioural Change in the context of Sexual and Reproductive Health of Adolescent Girls and Young Women.
The Community Engagement Senior Officer must be fluent in Portuguese, English, and at least one of local language spoken in the targeted Provinces, and have a deep knowledge of the institutional, social and cultural reality of Mozambique
Experience establishing and maintaining effective coordination and collaboration relationships with health sector clinical service providers, particularly sexual and reproductive health, family planning, HIV, PrEP, and post violence prevention.
Demonstrated ability to work effectively with a range of stakeholders including government representatives, local community organizations, donors, and other stakeholders.
Ability to work independently and manage a high-volume workflow.
Prior work experience in a non-governmental organization (NGO), government agency, or private company
