Project Background

EpiC is a global project funded by the U.S. Presidentโ€™s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load suppression among adults at risk. In the Philippines, EpiC now its fifth year of implementation in Mega Manila. To address critical gaps and bottlenecks in HIV response, the EpiC Project strengthens the internal capacity of community-based organizations (CBOs) and works closely with the Philippine government to deliver HIV services tailored to the needs of adults at risk and people living with HIV (PLHIV).

Job Summary

The Community Engagement Specialist will report to the Project Manager. The CE Specialist will work closely with the Technical and Strategic Information teams to provide overall leadership in engaging and strengthening groups, organizations, and networks of adults at risk for HIV and people living with HIV (PLHIV). The CE Specialist will lead a broad spectrum of client-centered, differentiated service delivery strategies and interventions in EpiC priority sites to strengthen HIV prevention, testing, treatment, and support across the cascade to help reach the 95-95-95 goals by 2030.

Key Responsibilities

Lead EpiCโ€™s community strengthening strategies, including demonstration of innovative service delivery interventions, provision of capacity-building support, and linkage of community organizations to strategic partners and funding opportunities. Identify and monitor community engagement indicators, ensuring alignment with the overall strategic direction of the project. Work with EpiCโ€™s Technical and Strategic Information Teams to facilitate technical mentoring, strategic partnerships, and coordination between and among EpiC sub-grantees, partner community organizations, local governments, and health facilities. Collaborate with relevant HIV networks, government, private, and development partners to scale up and sustain EpiC-supported community-led initiatives, particularly in service delivery, demand generation, and policy advocacy. Lead the documentation of innovative community-led and -supported initiatives, triangulated with key success indicators of the project, to establish a community of practice. Ensure meaningful and ethical engagement of community members, especially young people, in all EpiC-supported activities. Supervise the Community Engagement Coordinator. Perform other duties as assigned.
