Work LocationBeirut, Lebanon Expected duration3 months (part-time) Duties and ResponsibilitiesOrganizational setting The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. For nearly forty years, UN-Habitat has been working in human settlements worldwide, focusing on building a brighter future for villages, towns, and cities of all sizes. Background After the 2006 July War, UN-Habitat initiated its Country Programme in Lebanon, responding to emerging issues through housing reconstruction, shelter provision and upgrading basic services, while laying the foundation for long-term sustainable solutions by means of urban profiling, data collection and urban policy analyses, supporting municipalities and much more. UN-Habitat Lebanon has been working effectively with partners and urban planning actors at the community, national and international levels for the past 17 years to develop and implement programmes and interventions that contribute to the achievement of the urban dimensions of the 2015โ€“2030 Agenda for Sustainable Development in line with the country needs and humanitarian frameworks. UN-Habitat Lebanon continuously adapts to the countryโ€™s situation by fostering inclusive and sustainable urban development, improving planning systems and frameworks as well as effective urban crises response โ€“ through a humanitarian, development and peace nexus approach. This includes contributed to the UNโ€™s collective response to the Syrian displacement crisis, the protracted and ever deepening socio-economic and financial crisis, the COVID-19 pandemic, the Beirut Port explosion (BPE) and other crisis related needs. UN-Habitat is currently implementing a wide range of projects in different cities and regions within the country involving municipalities and other national and local partners. Projects include, but not limited to, upgrading of communities, reducing marine litter, addressing climate change challenges, solarization interventions, rehabilitation of public spaces, etc. To ensure the active engagement of beneficiaries and local communities in the identification, design, and implementation of projects and initiatives, UN-Habitat seeks the services of a qualified Community Mobilizer who will be contribute to the implementation and monitoring projects in different regions of the country. Reporting line The Individual Contractor will work under the supervision of the Urban Governance and Development Unit Manager. Duties and responsibilities The assignment of the Community Mobilizer (Individual Contractor) will extend over a period of 3 months, from 26 May 2025 till 25 August 2025. The Individual Contractor will follow up and support in the implementation of several ongoing and planned projects. โ€ข Support in the mobilization of concerned relevant beneficiaries based on projectsโ€™ type, ensuring their active engagement throughout the whole project cycle, from identification until evaluation and handing over. โ€ข Take part in meetings and field visits with local actors (municipalities, local public institutions, NGOs, local groups, UN and other Aid agencies, etc.). โ€ข Participate in meetings with stakeholders from the targeted communities involved in the projects to facilitate the collection of necessary data and ensure effective collaboration. โ€ข Support in the preparation and implementation of training activities and workshops planned under UN-Habitat projects to contribute to the gathering of relevant data. โ€ข Support in data gathering and analysis related to population, institutions, and key sectors relevant to UN-Habitat mandate. โ€ข Assist in the development and monitoring of the Grievance Mechanism (GM) created to address the Environment and Social Safeguard requirements of the projects. โ€ข Support in the development and regularly update the GM log to effectively document and address recorded grievances. โ€ข Support in monitoring the GM logs of all our partners to ensure the proper recording and resolution of registered grievances. โ€ข Participate in the preparation of the Environmental and Social Management Plan (ESMP) for each phase of the project to mitigate potential environmental and social risks. โ€ข Provide support and training to partners on various topics related to the GM, Protection from Sexual Exploitation and Abuse (PSEA), ESMP, and Local Management Plan (LMP). โ€ข Assist in producing timely narrative reports that document the progress, challenges, and achievements of the projects. โ€ข Provide regular updates and written monthly reports to the Urban Governance and Development Unit Manager. โ€ข Undertake additional tasks as requested. Qualifications/special skillsA high school diploma is required. Supplementary diploma on NGO leadership & Management, or equivalent is desirable. A minimum of three (3) years of relevant experience, with a focus on working with NGOs, and municipalities, is required. Experience within the development and/or humanitarian sector, particularly with the United Nations System is required. Experience in working with community people to identify needs and priorities, is desirable. Experience in Environmental and Social Management Plan and Grievance mechanisms is desirable. Strong computer literacy in Microsoft Office is required. LanguagesFluency in both written and spoken Arabic and English language is required. Additional InformationNot available.
