DUTIES AND RESPONSIBILITIES

Under the supervision of the TCG Project manager the incumbent will perform the following duties:

Advice on interinstitutional cooperation for services development;
- Identify and facilitate collaboration with global and regional centers and key institutions, to strengthen and improve Early warning service delivery at the national level.

- Establish actions for collaborations with UNDRR, Word Bank and other partners, to leverage support to NMHSs and EWS under CREWS.

- Support collaboration with Earth Observation partners for country capacity building on the monitoring of hydrometeorological hazards.

- Support WMO in regional and national meetings with NMHSs, project partners, bilateral agencies, etc.

- Contribution to establish twinning arrangements between regional centers (e.i. RCCs, RSMCs) to foster country capacity building.

Support projects coordination and preparation;
- Consolidate a baseline catalogue of Central Africa capacities on hydrometeorological, climatological, and early warning services at national and regional level.

- Support CREWS Central Africa project implementation (e.g. development of concept notes, ToRs, technical specifications, coordinate training and Steering committees, etc).

- Updating the project monitoring tool (Gantt chart, contacts, logical framework, virtual library, etc) and facilitate linkages with project deliverables.

- Conduct regular meetings with stakeholders and contribute to the revision of project reports.

- Prepare a roadmap and detailed actions for driving the implementation of CREWS West Africa in coordination with regional centers.

QUALIFICATIONS
Education
Master degree in climatology, hydrometeorology, disasters risk reduction or related fields.
Experience
- Knowledge of WMO support to improve development of climate, hydrometerological and national warning services.

- Minimum of ten (10) years of experience in developing successfully approved project proposals to enhance NMHS and DRR capabilities.

- Experience in the implementation of climate or hydrometeorological projects in the Africa region.

Other requirements
- Sense of responsibility, flexibility, maturity of judgement, initiative, originality of ideas and ability to work independently and in a team.

- Ability to travel to Central Africa region.

- Ability to write and synthesize technical and scientific documents.

Languages
Excellent knowledge of French and English (both oral and written). Knowledge of other official languages of WMO would be an advantage.

Fee: USD 390-750 per day depending upon experience, knowledge and skills.
