DUTIES AND RESPONSIBILITIES
The EWS-F project will help advance end-to-end multi-hazard early warning systems and capacities to enable countries to take early action and reduce the impact of hydrological hazards, in particular floods. Within this context, and in alignment and support to the IOC HYDROMET project - which is modernizing hydrometeorological systems and services across Comoros, Madagascar, Mauritius, and Seychelles - the EWS-F project will finance a consultant in hydrological infrastructure.
Under the direct supervision of the designated WMO Project Manager/Officer under the EWS-F project, the incumbent will provide expert guidance throughout the end-to-end procurement process for hydrometeorological monitoring equipment, observing networks, data management platforms, and early warning services across five lots (meteorological stations, hydrological stations, oceanographic buoys, lightning detection systems, and data centre/information systems). The consultant will ensure that procurement is technically robust, fair, and transparent, in full compliance with IOC procurement rules and international best practices. Key tasks include:
a) Familiarization with the procurement documentation.
b) Support of bid evaluation process;
- Review and analyze technical and financial proposals from bidders for compliance with mandatory requirements.
- Evaluate technical solutions against IOC/WMO requirements.
- Assist in scoring and ranking bids in line with approved evaluation matrices.
- Identify risks, potential contractual issues, and propose mitigation measures.
c) Facilitation of evaluation committee work;
- Prepare consolidated evaluation reports with justifications for recommendations.
- Participate in evaluation committee meetings (virtual or in-person) as an independent technical adviser.
- Ensure compliance with donor and IOC procurement guidelines.
d) Contract finalization support;
- Provide input to negotiation of technical terms, deliverables, and performance indicators with selected contractors.
- Review contract documents for consistency with technical specifications and evaluation outcomes.
e) Knowledge transfer;
- Document lessons learned, best practices, and provide recommendations for future procurement including improvement suggestions to IOC processes.
QUALIFICATIONS
Education
Advanced university degree (master's or equivalent) in hydrology, or a relevant technical field.
Experience
- Minimum of ten (10) years of professional experience in hydrological infrastructure, procurement, and contract management, preferably gained within international organizations or donor-funded programmes.
- Experience collaborating with National Meteorological and Hydrological Services (NMHSs), government institutions, and international partners in procurement of hydromet or climate services infrastructure is highly desirable.
- Proven experience in evaluating bids and tenders for hydrometeorological monitoring equipment, observing systems, data management platforms, and early warning services or related technical solutions.
- Familiarity with UN, International Organizations and IOC procurement rules and processes, including compliance requirements, transparency, and best practices.
- Strong experience with multi-stakeholder procurement processes, including drafting evaluation criteria, preparing scoring matrices, and facilitating evaluation committees.
Other requirements
- Excellent analytical and report-writing skills, with the ability to synthesize complex procurement and technical information.
- Ability to work collaboratively across countries in the SWIO region and ensure adherence to transparent, fair procurement processes.
- Strong verbal and written communication skills.
- Displays cultural, religion, race, nationality, and age sensitivity and adaptability.
Languages
Excellent knowledge of English (both oral and written) is required. Working knowledge of French (both oral and written) is desired.
