The Position:

The Demand and Supply Planning Analyst will support the technical and operational aspects of effective and efficient resource management, with specific focus on demand planning for non health programme supplies for country offices. This includes participating in comprehensive needs assessments, assisting in the validation of forecasts, supply plans, procurement plans, and contributing to funding gap analysis. The consultant will be working under the supervision of the Demand & Supply Planning Specialist (Team lead). UNFPA procures various non-health products, primarily focusing on dignity kits, emergency shelter, and operational supplies for humanitarian responses, such as hygiene items, tents, and clothing for displaced women and girls. In addition it also procures office equipment, IT equipment, and vehicles to support operational logistics in field offices.

The UNFPA Supply Chain Management Unit (SCMU) is self-funded and was made operational in January 2022. It is tasked with ensuring that UNFPA is able to effectively and efficiently support the delivery of life-saving reproductive health products and other programme supplies to the end user when and where they are needed. To achieve this, it is important to strengthen the capacity of governments and implementing partners to ensure coordination, end-to-end visibility and accountability on all supply chain and logistics management related activities, in particular for programme supplies, across all UNFPA programmes.

You would be responsible for:

A. Demand and Supply Planning

Lead the process for forecasting demand for non-health products, working with country offices and program teams to ensure accurate planning. Provide technical guidance to regional and country offices in the area of national non-health commodity needs assessmentsย  Develop and manage supply plans, ensuring optimal stock levels, inventory management, and timely replenishment of standard stock materials. Aligningย  non-health planning processes with an ERP system by providing theย  strategic, operational, data-driven approach that leverages the system's integrated capabilities. Contribute to the production and automation of forecasting and quantification tools. Contribute to the comprehensive assessment to understand existing market landscapes, identify trends, and pinpoint specific barriers to access or growth for non-health programme supplies. Support and implement activities related to UNFPAโ€™s Governance, Risk, Compliance and Reporting function.

B.ย  Capacity Strengthening

Conduct capacity assessments to identify gaps and develop a plan that outlines and prioritizes specific capacity-strengthening initiatives for non-health programme supplies planning.ย  Provide technical advice, guidance, and training to national entities and field offices on best practices in the planning and management of non-health supply chains.

C. Thought Leadership, Knowledge Sharing and Advisory

Promote and advocate for UNFPA's leadership in supply chain management by actively collaborating with industry specialists, engaging in pertinent forums, contributing to research and publications, and showcasing UNFPA's expertise in diverse discussions and initiatives concerning non-health supply chains. Support an environment for knowledge retention and sharing and the creation of a community of practice for supply chain. Support the full range of supply chain management issues, incorporating best practices and continuous improvement across UNFPA.

D. Partnerships

Contribute to the awareness of UNFPAโ€™s value proposition and relationships with donors and partners. Act as the technical focal point for all aspects related to the procurement of non-health goods and services, coordinating with procurement teams and managing supplier relationships. Formulate and execute strategies to effectively advocate for the broadened TPP services concerning non-health program supplies to potential \"third-party\" partners, including national governments, other UN agencies, and NGOsย 

E. Collaboration and Representation

Maintain effective collaboration with relevant stakeholders within UNFPA to ensure coordinated and effective tailored solutions for each area of intervention. Support relationships with key supply chain partners with the purpose of increasing the efficiency of UNFPAโ€™s supply chain function.

F.ย  Monitoring, evaluation and learning

Evaluate current supply chain planning processes, identify gaps, and provide data analysis and reports to inform decision-making and ensure accountability on all supply chain activities. Utilize Enterprise Resource Planning (ERP) systems and other logistics information systems for materials requirements planning and inventory tracking.

Qualifications and Experience:ย 

Education:ย ย 

An advanced university degree in supply chain management, business administration, logistics, commerce, or a related field is required.ย  Professional certification in procurement and supply (e.g., CIPS Level 3-4) would be an asset.

Knowledge and Experience:ย 

A minimum of 2 of progressively responsible professional experience in supply chain, logistics, and planning, preferably within the humanitarian/NGO sector. Demonstrated experience in planning and managing the supply of non-health products. Experience in a multi-cultural environment and with UN/international organization procedures is desirable. Strong analytical, communication, and presentation skills, with experience using supply chain management software and ERP systems.

Languages:ย 

Fluency in English and French is required. Working knowledge of another official UN language is an asset.
