Purpose of consultancy:
The UNFPA Ethics Office is an independent office that promotes and upholds ethical standards throughout the organization. Its responsibilities include providing confidential advice and guidance to staff on ethical issues; investigating allegations of retaliation; managing the organizationโs financial disclosure programme, developing and implementing training programs on ethics and integrity, and communicating on current developments as they relate to ethical questions.
The consultantโs function include:
1) Support the officeโs outreach and communications functions.
This will include:
โ Developing and implementing communications strategies to raise awareness on ethical issues for UNFPA personnel;
โ Drafting and reviewing messages on behalf of the Ethics Office, including related content, e.g. videos;
โ Leading the organization and execution of training and outreach events;
โ Developing and maintaining online content; and
โ Tracking and analyzing the effectiveness of communications campaigns
2) Support the financial disclosure process.
This will include:
โ Leading the first-level review of financial disclosure statements submitted by UNFPA personnel and escalate to the supervising Ethics Officer, where required;
โ Ensuring completeness and clarity of submissions and following up as needed;
โ Proposing mitigation measures to manage conflicts of interest;
โ Reviewing related outside activity requests; and
โ Developing and issuing communications to ensure compliance and respond to queries.
โ Supporting the development of a new FDP platform.
3) Support office management.
This will include:
โ Developing systems and processes to ensure effective information management; and
โ Reviewing existing office management procedures and tools and proposing improvements.
Deliverables:
Over the course of the consultancy, the selected candidate will specifically be responsible for:
Outreach and communication:
โ Developing micro-ethics modules;
โ Supporting the inter-agency campaign on ethics;
โ Developing videos on ethics-related issues;
โ Developing training materials;
โ Conducting training sessions;
Financial disclosure:
โ Reviewing financial disclosure statements for potential conflicts of interest;
โ Analyzing reported information and resolve if possible;
โ Liaising with Ethics Officer to resolve complex situations;
โ Communicating with staff;
โ Preparing reports and recommendations;
โ Manage conflicts of interest;
โ Maintain confidentiality of all reviewed information; and
Office Management
โ Improving processes and systems for managing officeโs record keeping;
โ Creating new and streamlined intake mechanisms;
โ Supporting the development of a new FDP platform.
Any other duties, as required.
Required Expertise and Qualifications:
Education:
An Advanced University Degree in accounting, finance, business administration, law, human resources, public administration, communications, education, learning content design, or other related fields is required.
Knowledge and Experience:
โ Some experience in project and programme management;
โ Some experience in drafting, editing, and publishing official organization-wide communications pieces;
โ Some experience with Google software for analytics, and data management;
โ Strong analytical skills;
โ Attention to detail;
โ Excellent research and investigative skills;
โ Effective communication and interpersonal skills;
โ Ability to work independently and manage multiple tasks;
โ Proactive and creative working style;
โ Experience with the UN or in a multinational context;
โ Proficiency in Google and/or Mircosoft software and technology tools.
Languages:
Fluency in English, especially excellence in professional writing in English, is required. The knowledge of other official UN language(s) is desirable.
