DUTIES AND RESPONSIBILITIES
CONSULTANCY: Technical advice to the NMHS of Haiti on institutional and operational strengthening for the development of multi-hazard forecasting and warning.
The consultancy will engage in the following activities:
Provide support for the review of the new National Strategic Plan (2026-2028) of the NMHS in Haiti.
Support the NMHS in Haiti in verifying operational procedures for severe weather forecasting.
Contribute to structure steps for the development of operational procedures for flooding.
Define actions for implementing the national operational plans of the Multi-Hazard Early Warning System in Haiti (SAPMAH), in coordination with ongoing initiatives by UNDRR and the World Bank, with a focus on flash flood and inundation risks.
Review methodological framework for the development of new decision-support tools for flash flood monitoring and forecasting.
Provide advice for the merged precipitation techniques according to Haiti's needs.
QUALIFICATIONS
Education
Master's level education in meteorology, hydrology or climatology.
Experience
Proven experience (minimum 10 years) in the use of, or support for, operational early warning procedures.
Good knowledge of severe weather (flash flood) forecasting and early warning systems.
Skills in coordination of multi-stakeholder projects.
Other requirements
Availability during the proposed period.
Availability for training missions (outside Haiti).
Languages
Excellent knowledge of French (both oral and written).
Knowledge of English (reading/ understanding) is a clear advantage.
