Project Context and Scope Given the considerable size and diversity of the migrant and refugee population, providing means for their social and economic integration is a very challenging process for both national and local authorities. Tรผrkiye was also hit by a series of debilitating earthquakes in February 2023, which caused widespread displacement, damage and disruption in 11 provinces that already hosted half of the SuTPs and PuIPs in the country. The disaster affected the local labour market dynamics, skills needs and social cohesion in the region. In response to the challenges, the โ€œPromoting Sustainable and Socially Inclusive Labour Market Integrationโ€ project aims to increase formal employment of SuTPs, PuIPs and host community members and strengthen the harmonization process in Tรผrkiye. The project will be implemented by the International Organization for Migration (IOM) in partnership with the Ministry of Labour and Social Security (MoLSS), the Social Security Institution (SSI) and the Presidency of Migration Management (PMM) of the Ministry of Interior. The project will propose a two-prong approach that will ensure that targeted populations have improved levels of employability and are better integrated in their host communities. This will be done by strengthening the institutional capacities at the national and provincial level for delivering efficient employability and integration services for the targeted populations. The project will also promote respect for all groups, without distinction of race, gender, religion, color, national origin, marital status, age, and physical disability, and pay special attention to the needs of vulnerable and disadvantaged groups, such as women, youth, and persons with disabilities. This consultancy is part of this broader project, aimed at improving Output 2.3, which seeks to ensure that SuTPs, PuIPs, and host community members have access to adequate information to make informed decisions about their employment opportunities.ย ย  ย  Organizational Department / Unit to which the Consultant is contributing

Promoting Sustainable and Socially Inclusive Labour Market Integration Project (LM0539):

IOM is not required to provide any physical facilities for the work of the consultant. The consultant will be reporting to IOM and will work in close coordination and collaboration with Senior Project Associate. The deliverables outlined in section 6 will require approval from IOM and all relevant project stakeholders upon submission. Both IOM and the stakeholders may provide feedback, including comments and revision requests. During implementation, IOM and the stakeholders may also share background materials for the consultantโ€™s review and use. Additionally, any information collected by the consultant throughout the project must remain confidential. Both provided documents and the consultantโ€™s gathered data cannot be used for any purpose other than the project or shared with third parties without explicit written consent from IOM and the project stakeholders.

Tasks to be performed under this contract The consultant is expected to deliver the following outputs:ย 

  • Assist the Coordinator in developing the service mapping methodology within the first 15 days of the consultancyโ€™s start. Provide expertise in identifying appropriate data sources, tools, and techniques for mapping employability services.ย 
  • Conduct interviews, surveys, and focus groups with stakeholders including but not limited to ฤฐลžKUR Provincial Directorates, PDMMs, MMCCs, TRC Community Centers, Municipalities, and other relevant EU-funded socio-economic programs located in the key provinces on employability services.ย 
  • Work closely with Coordinator who will also be recruited via vacancy announcement and other team members to ensure timely delivery of tasks.
  • Participate in regular team meetings and progress updates, contributing to strategy adjustments as needed.
  • Assist in drafting and finalizing five regional service mapping reports in key provinces where matching and placement activities will occur. These reports will detail the existing services, gaps, overlaps, and provide recommendations for enhancing service delivery coherence.ย 
  • Support the coordination and facilitation of a one-day workshop with 60 participants to gather feedback from stakeholders on the current state of employment service delivery and to identify areas of improvement and collaboration.ย ย 
  • Assist creating a summary highlighting the main insights from the workshop, along with practical suggestions for improving coordination and integration of services.ย ย 
  • Based on the service mapping exercise and stakeholder consultations, support providing actionable recommendations to enhance the effectiveness of employability services.ย  ย  Performance indicators for the evaluation of results
    • Data collection is conducted in accordance with the approved service mapping methodology ensuring consistency with activity objectives.
    • Actively support stakeholder engagement by assisting in the identification and communication with relevant service providers.
    • Services, gaps, and overlaps are identified and presented with clarity and precision.ย 
    • Provide input to the analysis of collected data.
    • Deliverables reflect actionable insights and are revised promptly to address feedback from IOM/PMM/MoLSS etc.ย ย 
    • Submit five draft regional service mapping reports, each providing insightful, and structured analysis with clear recommendations for improving service delivery.ย ย 
    • All progress reports are submitted within agreed timelines and revised as necessary based on IOM/PMM/MoLSS guidance.ย 
    • A one-day workshop with 60 participants is effectively organized, promoting active engagement and collaboration.ย 
    • All deliverables, including reports and workshop outcomes, are revised to meet tangible standards as requested by IOM/MoLSS/PMM.ย ย  Education
      • At least a bachelor's degree in a relevant field such as Development Studies, Public Policy, Social Sciences, Economics, or a related discipline. A masterโ€™s degree in a related field is preferred.ย  Experience

        • At least 3 years of professional experience in qualitative and quantitative research methods, data collection, and analysis in the fields of socio-economic development, labour market analysis, or service mapping.
        • Experience in working with various stakeholders, including government agencies, municipalities, NGOs, and international organizations.
        • Ability to manage project timelines, meet deliverables, and effectively communicate with and manage stakeholder expectationsย 
        • A clear understanding of inclusive and sensitive approaches in employment policies and practices, particularly in relation to vulnerable groupsย  Skills
          • Exceptional Data Collection and Analysis, Proficiency in MS Office, Time Management, Stakeholder Engagement Languages
            • Fluency in English and Turkish is required.ย  IOMโ€™s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. ย  Travel required ย  The consultant will be requested to travel to key provinces in Tรผrkiye to carry out the service mapping and attend the stakeholder workshop. The travel costs, accommodation costs (bed and breakfast), and living costs (terminal expenses, intra- city travel costs, lunch, dinner, etc.) of the missions to other provinces of Tรผrkiye will be borne by IOM. IOM will arrange economy class round-trip flight tickets through its contracted Travel Agency. In case of need for additional travels that are unforeseen in the ToR, the costs of the respective travels of the consultant may either be:ย ย 
              • Reimbursed to the consultant upon the submission of the receipts/invoices of the expenses by the consultant and approval of the IOM

                As per UNDSS rules, the consultant is responsible for completing necessary online security training and submitting certificates and travel clearance prior to assignment-related travels.ย
