Work LocationVienna Expected duration23/1 - 15/5/26 Duties and ResponsibilitiesThe United Nations Convention against Corruption (hereinafter UNCAC) is the most comprehensive international legally-binding instrument to prevent and fight corruption. It contains innovative provisions in the areas of prevention; criminalization and law enforcement; international cooperation; and asset recovery. The Convention places a premium on the provision of technical assistance to support Statesโ efforts to ratify and implement it. Such assistance relates to the establishment of domestic normative and institutional frameworks consistent with the requirements of the Convention and the adoption of measures to enable States to cooperate internationally with a view to recovering proceeds of corruption. At present, the Convention has been ratified by 191 States and the European Union. The following background information is relevant to this assignment: - The Conference of the States Parties to the Convention (COSP) to UNCAC at its third session, held in November 2009, adopted a landmark Resolution 3/1, containing the terms of reference of the Mechanism for the Review of Implementation of the Convention (hereafter โthe Review Mechanismโ). This peer review process aims to further enhance the potential of UNCAC, by providing the means for countries to assess how they are doing in the implementation, identify potential gaps and develop action plans to strengthen the implementation of UNCAC domestically. - In COSP decision 10/2, the Conference decided, inter alia, that the Implementation Review Group was to dedicate the time necessary to continue its discussions on assessing the performance of the Implementation Review Mechanism, as well as on the scope, thematic sequence and details of the next review phase and to submit recommendations to the Conference at its eleventh session in that regard, and to endeavour to launch the next phase as soon as possible. - The โGlobal Programme to prevent and combat corruption through effective implementation of the United Nations Convention against Corruption in support of Sustainable Development Goal 16โ is a technical assistance programme implemented by UNODC to build the capacity of Member States in order to effectively implement UNCAC. Within the framework of the Global Programme, UNODC established the GRACE Initiative. The consultant will perform relevant substantive duties and responsibilities, and achieve the following result: A. Implementation Review Mechanism โข Conduct research, collect and produce high-quality legal analysis of information in the context of the implementation review mechanism and support the secretariat in conducting various forms of dialogue amongst States parties under review, such as telephone conferences, country visits, etc. B. Conference of the States Parties to UNCAC and its subsidiary bodies โข Conduct analysis of complex sets of data and information and contribute to parliamentary documentation for the Conference of the States parties and its subsidiary bodies. โข Prepare presentations and organize expert panel discussions at the meetings of the subsidiary bodies โข Any other related tasks as may be required or assigned by the supervisor. C. Next phase of IRM โข Conduct an analysis of the current tools for collection of information for the IRM and propose the necessary changes to develop a new information collection tool for the next phase. โข Prepare a draft information-gathering tool for the next review phase. โข Conduct analysis and prepare documentation on measures that need to be adopted for the next phase of the IRM. D. Technical assistance activities, in particular, in support of the MUN / COSP Simulation Conference for Youth and other youth-tailored activities (GRACE): โข Provide substantive legal expertise on various anti-corruption related topic. โข Develop a scenario, background documentation and related material for the MUN / COSP Simulation and the planned youth capacity building workshops โข Provide substantive backstopping to meetings and conferences, including, inter alia, proposing agenda topics, identifying and liaising with participants, preparation of documents and presentations, servicing and organizing, etc. โข Design and implement training workshops and seminars; -prepare and deliver presentations on assigned topics/activities. โข Perform other work-related duties as required. Qualifications/special skillsAn advanced university degree (masterโs degree or equivalent) in law, international relations, or political science is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least 5 years of professional work experience at the national and/or international level in legal fields or other relevant programmes with a focus on anti-corruption and governance issues, including at least 3 years of experience with the UNCAC implementation review mechanism or similar anti-corruption peer review mechanisms, is required Working experience with the United Nations system or other international development organizations is desirable Capacity to work independently and with minimal supervision is desirable LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, excellent verbal and written communication skills in English is required, and fluency in French and/or Spanish are desirable.
