This consultancy is in UNEPโs Climate Change Division, Mitigation Branch, Climate Change Mitigation Unit, and will be home based. UNEPโs Climate Change Division works with a portfolio of Global Environment Facility (GEF) medium-size and full-size climate change mitigation projects in Latin America and the Caribbean. The projects, which are in different stages of development (design, implementation, closure), are executed by different partners (Ministries, NGOs, etc.) throughout the region. The Climate Change Division, in its role as implementing agency, provides oversight and ensures adherence to GEF guidelines. Under the supervision of the Task Manager for Latin America and the Caribbean for GEF mitigation projects, the consultant will undertake the Terminal Review of Ecuador CBIT project (GEF ID 10818). In coordination with the Task manager and the LAC mitigation team, the consultant will deliver timely the outputs as described in the overall Terms of Reference of the review. The consultant will lead the Terminal Review design, data collection and analysis, and report-writing. Under the supervision of the Task Manager for Latin America and the Caribbean for GEF mitigation projects the consultant will be undertaking the below: Specific tasks and responsibilities - Author and lead the terminal review for the afore-mentioned project in accordance with GEF and UNEP policies. - Overall responsibility for undertaking the review and preparing the final report in English. - Review and assess (evaluation) all elements of the projects in accordance with UNEP evaluation office guidance documents. - Deliverables to be prepared in accordance with UNEP evaluation office templates. - Undertake the inception phase of the review, including: 1. Conduct project desk review and collect information from the projectโs teams 2. Draft the reconstructed Theory of Change of the project 3. Prepare the Terminal Review framework 4. Develop the desk review and interview protocols 5. Draft the survey protocols 5. Plan the Terminal Review schedule 6. Prepare the inception report for review to be approved by the GEF Climate Mitigation Unit - Coordination of the data collection and analysis phase of the Terminal Review, including: 1. Conduct further desk review and in-depth interviews with the projectโs implementing and executing agency, the projectโs partners and stakeholders of the project 2. Information collection, surveys, data analysis 3. Regularly report back to the GEF Climate Mitigation Unit on progress. - Coordination of the reporting phase, including: 1. Prepare a presentation on the preliminary findings 2. Draft the Main Terminal Review report ensuring it is consistent with guidelines provided both in substance and style 3. Liaise with the UNEP GEF Climate Mitigation Unit on comments received and ensure that comments are considered during finalization of the Main Terminal Review report, and approved 4. Prepare Response to Comments annexes for the main report listing those comments not accepted and indicating the reason for their rejection. - Managing internal and external relations of the review team, including: 1. Maintain a positive relationship with stakeholders, ensuring that the project review process is as participatory as possible but at the same time maintains its independence. 2. Communicate in a timely manner with the UNEP GEF Climate Mitigation Office on any issues requiring attention and intervention. Qualifications/special skillsโข Advanced university degree in one of the following fields is required: environmental sciences, environment, energy and energy efficiency, economics, development, engineering, international cooperation, social sciences, management or a related discipline is required. A first level degree with additional two (2) years of qualifying experience may be accepted in lieu of an advanced university degree. โข Minimum of two (2) years of experience in developing, assessing or evaluating projects or policies related to climate change is required. โข Experience in working with or for multilateral or bilateral funding entities in the field of climate change, environment or development is required. โข Experience in drafting project proposals and assessing project documents, including concepts, progress reports, work plans, and financial documents (budgets and expenditure reports) is desirable โข Experience in working with national governments of Latin America and the Caribbean is desirable. โข Knowledge of Ecuadorโs institutional setting and framework, public policies, and experience working with institutional stakeholders is desirable. โข Experience working with GEF or UNEP projects, specifically on project evaluation is desirable. Languagesโข English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency (both oral and written) in English and Spanish is required.
