Project Context and Scope ย  The Government of Kosovo is currently undertaking a midterm review of the National Development Strategy (NDS) 2030. This integrated process, coordinated by the Strategic Planning Office within the Office of the Prime Minister, aims to operationalize the countryโ€™s long-term development vision, aligned with the budgetary framework, European integration objectives, and the Sustainable Development Goals (SDGs).ย The NDS 2030 serves as the countryโ€™s overarching strategic framework, setting Kosovoโ€™s long-term development vision across four pillars: sustainable economic growth, equitable human development, security and rule of law, and good governance. The ongoing review process focuses on refining strategic objectives, updating indicators, and identifying policy-driven strategic measures that guide institutional actions. ย  A key focus is the structural integration of labour mobility into the national strategic framework. Labour mobility aspects are to be explicitly addressed both in the revised NDS and in the new Migration Strategy. This integration is particularly relevant under the second pillar of the NDS โ€œequitable human developmentโ€. Within this scope, particular attention will be given to embedding skills mobility partnerships (SMPs). Drawing on IOMโ€™s global experience, SMPs are innovative cooperation frameworks between countries of origin and destination that promote skills development, mutual recognition of qualifications, and ethical recruitment practices. By integrating SMPs into the strategic planning framework, Kosovo aims to improve the alignment between domestic skills supply and international labour market needs, while also creating safer and more beneficial regular pathways for labour migration.ย As part of the broader strategic planning effort, work is being undertaken to also strengthen the performance monitoring of institutions involved in migration governance. In this context, the development of a performance indicator passport for the Governmental Authority for Migration (GAM) aims to enhance its strategic contribution and ensure alignment with national and international planning and monitoring frameworks.

Tasks to be performed under this contract

  • Ensure strategic alignment between the midterm review of the NDS 2030 and the new Migration Strategy.
  • Support the SPO in conducting research and policy analysis related to labour mobility and provide inputs related to migration strategies and policies, in line with SDGโ€™s and Global Compact on Migration objectives.
  • Provide technical support and advice for the integration of labour mobility and ethical recruitment aspects, including SMPs, into Kosovoโ€™s strategic planning framework โ€“ respectively the revised NDS 2030 and the new Migration Strategy.
  • Support the coordination of institutional and inter-ministerial efforts led by the SPO, ensuring consistent collaboration among key stakeholders involved in migration governance and strategic planning.
  • Participate in technical meetings, consultations, and workshops and ensure the documentation and follow-up of decisions and recommendations. ย  Performance indicators for the evaluation of results
    • Completion and submission of written summary or policy note highlighting alignment of the revised NDS 2030 with the Migration Strategy.
    • Completion and submission of a research and policy analysis report on labour mobility and migration strategies.
    • Number of formulated strategic measures, objectives, and/or activities in the revised NDS 2030 and Migration Strategy that reflect labour mobility aspects, including SMPs, with corresponding technical inputs submitted by the consultant.
    • Number of meeting documentation outputs and/orย stakeholder feedback reports (e.g. minutes, summary notes, follow-up reports) finalized and submitted. ย  Education
      • Master University degree in social sciences, economy, demography, international relations or related fields. Experience & Skills
        • Previous working experience in the field of strategic planning and/or familiarity with the Strategic Planning Officeโ€™s mandate, institutional processes, and coordination role within the Office of the Prime Minister.
        • Knowledge of research methodologies.
        • Ability to manage multiple tasks simultaneously, prioritize effectively, and deliver high-quality outputs within tight deadlines.
        • Capable of working both independently and collaboratively within a team environment Languages
          • Proficiency in English and Albanian/or Serbian languages, both written and spoken. Knowledge of additional languages will be considered an advantage IOMโ€™s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. ย  Travel required
