Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
The โStrengthening social inclusion and nutrition in Timor-Lesteโ programme, funded by the European Union, contributes to achieve the priorities of the Government of Timor-Leste to foster sustainable development and enhance social inclusion, well-being, and dignity within Timorese society. Implemented jointly by the ILO, UNICEF, and the WFP, this EU initiative aims to reduce poverty by extending contributory social security to the most vulnerable workers, particularly those in the informal economy.
The ILOโs primary focus will be to enhance the Governmentโs capacity in managing, delivering and monitoring social security schemes tailored for vulnerable workers. Specifically, the project aims to extend contributory social security coverage to informal workers, including groups such as farmers, fishers, domestic workers, and street vendors, who often face challenges accessing such benefits due to their low and fluctuating incomes.
The project will facilitate access to information and registration processes for those specific informal worker groups within the contributory social security framework. To bolster these effects, extensive training and capacity-building programmes will be conducted at both national and municipality levels. These initiatives are designed to strengthen capabilities, enabling more efficient and effective engagement, mobilization, and delivery of services and benefits.
Reporting Line
The Driver/Clerk will be under the daily supervision of the Programme Manager and work in coordination with the Administration and Finance Units of the ILO Office in Dili. The work may include driving to other districts of Timor-Leste advised by the supervisors
Description of Duties
Ensure the provision of safe and reliable driving services. Meet officials and visitors at the airport including assisting, where necessary, with protocol, visa and customs formalities. Deliver and collect mail and documents and other items. Ensure cost-savings through proper use of vehicle and accurate maintenance of daily vehicle logs, preparation of the vehicle maintenance plans and documentation. Ensure proper day-to-day maintenance of assigned vehicles through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tyres, brakes and water 2 levels, car washing, etc in order to keep the vehicle clean and in good running condition at all times. Ensure availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logs, office directory, map of the city/country, first aid kit and other MOSS-compliant equipment, and necessary spare parts in assigned vehicles. Ensure that the steps required by rules and regulations are taken in case of involvement in accident. Inform the supervisor in a timely manner of (re)registrations and insurance procedures for all the office vehicles. Assist office staff in filing, photocopying and maintaining stores. Assist in the mailing, collection and distribution of documents and publications including to ministries, banks and all other office errands. Perform other relevant duties as assigned.Required qualifications
Education
Completion of secondary school education. Valid and clean driving licence. Knowledge of driving rules and regulations and skills in minor vehicle repairs.
Experience
A minimum of three years of relevant work experience with a safe driving record. Driving experience with a UN agency, diplomatic or international organization.
Languages
Excellent command in spoken and written Tetum and good working knowledge of English.
Competencies
Excellent knowledge of local driving rules and regulations. Good knowledge of local roads and conditions. Skills in minor vehicle repair. Good knowledge of chauffeur protocol and courtesies. Good knowledge of security issues. Good knowledge of rules and procedures on vehicle management including maintenance of official vehicles and knowledge of mechanics and maintenance and repair of vehicles. Knowledge of administrative rules and regulations Basic computer skills to record information in IT systems
