The Education Officer contributes to the effective implementation of NRC’s Education and Youth Programme in Misrata, supporting both formal and non-formal education, psychosocial support (PSS), vocational training (TVET), life skills, mentoring, and community engagement. The role ensures quality, inclusivity, protection mainstreaming, and adherence to NRC’s Safe and Inclusive Programming (SIP) and Safeguarding standards.

Roles and responsibilities

The education Officer supports the design, coordination, and implementation of youth activities including vocational training (TVET), life skills, mentoring, and community engagement. The Project Officer will also oversee the day-to-day implementation of education and PSS activities for both Libyan and non-Libyan children (formal and non-formal education) under supervision of the Education Project Coordinator/Team Leader. Activities include but not limited to; NRC Better Learning Programme (BLP), teacher professional development, non-formal education classes, adolescent girls/boys clubs, outreach activities. The Project Officer will support project technical assistants and incentive teachers in line with programme objectives.

The role ensures quality, inclusivity, protection mainstreaming, and adherence to NRC’s Safe and Inclusive Programming and Referrals (SIPR) framework.

Generic Responsibilities

· Ensure adherence to NRC policies, guidelines, and procedures in all education activities.

· Coordinate activities in line with programme strategy, proposals, budgets, and work plans.

· Involve and inform community members and leaders about NRC’s programming.

· Support the development of detailed implementation plans and ensure timely delivery of activities.

· Supervise, mentor, and support field-based staff, facilitators, and volunteers.

· Ensure capacity building of project staff and transfer key skills

· Ensure timely procurement, development, and distribution of materials and tools required for implementation.

· Collect, maintain, and update programme data for monitoring and evaluation purposes.

· Prepare periodic progress reports and contribute to donor and internal reporting requirements.

· Promote and monitor inclusion, gender balance, safeguarding, and protection mainstreaming in all interventions.

· Ensure compliance and adherence to NRC’s Safe and Inclusive Programming (SIP), Safeguarding, and Referral (SIPR) policies

Specific responsibilities

· Lead and coordinate activities (TVET, life skills, mentoring sessions), ensuring quality and relevance.

· Implement PSS and education activities.

· In coordination with the line manager, develop monthly activity work plan of education program activities and supervision of implementation.

· Ensure ongoing monitoring, tracking and reporting of education projects in line with work-plans and log-frames.

· Conduct regular field visits to monitor activities, provide technical guidance, and ensure compliance with SIPR standards.

· Prepare volunteers trainings work plans and ensure delivery according to quality standards.

· Maintain strong coordination with vocational training centres, community schools, local authorities, and partners.

· Coordinate with Technical Assistants and facilitators to ensure effective delivery and active participation.

· Ensure activities are designed and implemented following NRC’s Safeguarding, Protection, and SIP Minimum Standards.

· Identify and safely refer beneficiaries with protection concerns through NRC’s Referral SOP, ensuring informed consent, confidentiality, and data protection.

· Facilitate SIP and safeguarding awareness sessions for beneficiaries, facilitators, and volunteers.

· Support visibility of the education programme through documentation of success stories and achievements.

· Monitor purchase requests as assigned by line manager and ensure proper follow-up with logistics and field teams.

· Perform other related tasks as assigned by the Education Coordinator/Manager.

Generic professional competencies

· Bachelor's degree in education, Social Sciences, Management, or a related field.

· Minimum 2–3 years of experience working with youth, education, and vocational training projects.

· Previous experience in complex or volatile contexts.

· Strong documentation, reporting, and analytical skills.

· Fluency in English and Arabic (written and spoken), French is an asset.

· Knowledge of NGO operations, humanitarian principles, and donor compliance.

· Experience in community mobilization and participatory training facilitation.

· Knowledge of child protection, safeguarding, and SIPR principles.

· Solid computer skills, including MS Word, Outlook and Excel.

· Completion or willingness to complete SIP Basic Training, Safeguarding Essentials, and Referral SOP orientation.

Context related skills, knowledge and experience

· Strong understanding of the Libyan context and children/youth challenges.

· Minimum 1 year of experience working directly with Youth.

· Experience working with children and adolescents through education (PSS) activities.

· Knowledge of the basics of child protection and/or psychosocial support. INEE minimum standards.

· Experience with refugees, IDPs, and host communities.

· Familiarity with youth livelihood and employability initiatives.

· Experience in inter-agency coordination and capacity-building.
