Work LocationHOMEBASED Expected duration6 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The Montreal Protocol has been effectively regulating the production and consumption of ozone-depleting substances (ODS) since 1989. The Kigali Amendment added hydrofluorocarbons (HFCs) to the list of controlled substances. Large banks of used and unwanted controlled substances have been accumulated globally, which are continuously being released to the atmosphere from these banks. These emissions are damaging the ozone layer and contributing to global warming. Banks of controlled substances are not regulated under the Montreal Protocol. Collection, recovery and cost-effective disposal (recycling, reclaiming, destruction) of used or unwanted controlled substances represent a challenge for developing countries. At the current stage, El Salvador aims to establish an inventory of banks of used or unwanted controlled substances, and an action plan with activities and policies to enhance the collection and disposal of used or unwanted ODS and HFCs, including consideration of recycling, reclamation, and cost-effective destruction, in line with ExCom Decision 91/66. Specific tasks and responsibilities: Provide technical guidance to the National Ozone Unit (NOU) of El Salvador and the international consultant in charge of coordinating the inventory and the elaboration of the action plan, in close coordination with the Compliance Assistance Programme regional team for Latin America. Specifically, the consultant will be responsible for the following actions: • Provide technical guidance for the elaboration of the workplan for the inventory and the action plan. • Take the lead in the organization and execution of a launch event with national stakeholders. • Conduct the assessment of the existing data on banks of used and unwanted controlled substances, the situation of the local refrigeration and air-conditioning (RAC) servicing sector, the institutional frameworks and infrastructures for recovery, recycling and reclamation in the country; as well as the collection, transport and disposal of used or unwanted controlled substances, among other related topics. • Provide technical guidance for the preparation of the inventory of stocks of used and unwanted controlled substances. Conduct the survey for the inventory through field visits to target companies and follow-up actions. • Carry out the analysis of collected data and the elaboration of the corresponding inventory report. • Organize and conduct an outreach event to inform stakeholders of the results of the inventory. • Provide technical support for the elaboration and drafting of the action plan. • Organize and conduct an outreach event to present the action plan to stakeholders. • Attend bi-weekly meetings with the project team to discuss project progress The consultant will receive overall supervision from OzonAction Regional Network Programme Officer for Latin-American. Qualifications/special skillsMaster's or equivalent engineering degree in mechanical or chemical engineering,environmental sciences, or related area, is required. A recognized first-level degree in combination with two additional years of relevant work experience may be accepted in lieu of an advanced university degree. A minimum of (2) years of experience supporting the implementation of project/programmes linked to topics of multilateral environmental agreements (MEAS), is required. Experience in the implementation of inventory projects with the private sector for Greenhouse gases (GHGs) or substances regulated under the Montreal Protocol (preferable ODS and HFC), is highly desirable. Experience in the collection, the application of statistical methods and the analysis of data sets, as well as the design, application and preparation of surveys, is required. Experience in database design and processing is highly desirable. Experience in the management of substances regulated by multilateral environmental agreements (MEAs) including its analysis and destruction (preferable ODS and HFC), is highly desirable. Experience in working with government officers of the Latin American region, is highly desirable. Previous work experience in the United Nations system and knowledge on the phase out of ozone depleting chemicals and the Montreal Protocol related matters will be an asset.
