Emergency Coordinator

The Danish Refugee Council (DRC), one of the worldโ€™s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

POSITION PROFILE

The Emergency Coordinator will be responsible for the overall coordination of the emergency response efforts in Sudan. This includes business development, providing operational guidance and support, offering technical oversight, and with a particular focus on ensuring effective representation and coordination with local partners, Mutual Aid Groups (MAGs), local responders, UN Agencies, and local authorities. The role encompasses the oversight of project cycle management processes, activity monitoring, navigating access issues, and coordination for various response plans, including the famine response plan, IDP's response plan, and floods response plan. The Emergency Coordinator will work closely with Area Managers and field Programme Managers to develop area-level emergency response and preparedness plans. Additionally, the role includes supporting and leading assessment discussions with stakeholders, such as conducting rapid needs assessments, documenting lessons learned from emergency response projects, and supporting DRC's cross-border emergency programming.

Sectorsโ€™ Responsibilities:

The Emergency Coordinator will provide support in designing and overseeing the implementation of multi-sector, life-saving interventions, with direct responsibility of overseeing MAG and managing crisis modifier components. This included covering all staged of project cycle management, especially initial assessments and monitoring and evaluation, as well as emergency preparedness activities. DUTIES & RESPONSIBILITIES

Key Responsibilities:

Emergency Management:

Develop, operationalize, and manage the emergency response plan and all related activities. Support the startup and implementation of emergency responses by providing technical training, coaching, and follow-up for newcomers, local partners, and other relevant stakeholders. Develop project tools, including Rapid Needs assessment tools and reports, context update reports, and other necessary tools. Review and modify Emergency Response Standard Operating Procedures and guiding documents as needed. Manage information and provide constant updates through periodical reports, SitReps, infographics, and other materials reflecting the emergency. Lead Hard to reach (H2R) response planning and implementation through national partners and local responders including mutual aid groups. Is responsible for the crisis modifier components, from context monitoring, assessment and activation to final monitoring and reporting. Oversee resource allocation to meet emergency response objectives effectively. Ensure technical quality and standards are maintained in all emergency response activities. Provide technical support and capacity building to staff and partners involved in emergency operations.

Coordination and Representation:

Lead emergency response operations, ensuring effective coordination with local partners, UN agencies, and local authorities. Participate in coordination platforms related to mutual aid groups coordination including donor led meetings, cluster, and particular working groups. Play a coordination lead among DRC partnership and finance department in the management of projects implemented by mutual aid groups, national partners and local responders. Develop and maintain strategic partnerships to enhance response capacity and effectiveness. Collaborate with relevant internal and external technical experts on issues related to the emergency. Represent DRC at relevant coordination meetings. Ensure integration of sector activities with other DRC sectors. Coordinate with sector counterparts in other locations for the implementation of commonly funded projects. Actively participate in internal coordination meetings.

General Programming & Operations:

Ensure efficient and effective program implementation while adhering to the budget and work plan. Assist in developing project plans and budgets for funding related to mutual aid groups, national partners, and local responders. Assist in developing the projectsโ€™ Monitoring and Evaluation tools. Prepare weekly, monthly, quarterly, and annual reports for relevant authorities, other departments, and donors as needed. Ensure all emergency response activities are monitored, evaluated, and that lessons learned are documented and applied. Address and navigate access issues to ensure humanitarian aid reaches affected populations. Work closely with security teams to assess and mitigate risks. Coordinate the implementation of various response plans, including famine, IDP, and floods response plans. Ensure these plans are integrated and complementary to the overall emergency response strategy. Collaborate with Area Managers and field Programme Managers to develop and implement area-level emergency response and preparedness plans. Ensure these plans align with national and regional emergency response strategies. Share best practices and lessons learned to improve future emergency response activities. Support DRC's cross-border emergency programming efforts. Ensure coordination and collaboration with relevant stakeholders for cross-border response initiatives.

Business Development:

Identify funding opportunities and support the development of proposals to secure resources for emergency response initiatives.

Maintain relationships with donors and stakeholders to ensure sustained support and collaboration.

SKILLS AND EXPERIENCES

Experience and technical competencies:

At least 5 years of experience in emergency response, including coordination, project management, and technical oversight. Proven experience in business development and resource mobilization. Strong understanding of the humanitarian context in Sudan, including familiarity with local partners, UN agencies, and local authorities. Experience in implementation and working with local partners and ability to work and manage projects remotely. Excellent coordination, communication, and interpersonal skills. Ability to work under pressure and in challenging environments. EDUCATIONAL QUALIFICATIONS: (include certificates, licenses etc.)

Advanced degree in Humanitarian Affairs, International Development, or a related field.

Fluency in English is required; knowledge of Arabic is an asset.
