Project Context and Scope:
This consultancy will be undertaken within the framework of theย project titledย \"Strengthening Return, Readmission and Reintegration Interventions in Iraq\"ย The project aim to strengthen return, readmission and reintegration processes and systems in Iraq and host countries to ensure returnees will make fully informed decisions about their return and reintegration process. Specifically, the consultancy will contribute to achieving Activity 3.4.1: Supporting GoI & KRG Officials in Developing Policy Papers to Incentivize Private Sector Hiring of Returnees from Abroad and Potential Migrantsย involves developing detailed policy papers that propose incentives for private sector actors to hire returnees from abroad and individuals at risk of irregular migration (potential migrants). This activity will include mechanisms such as tax incentives, wage subsidies, and access to vocational training schemes for employers. The goal is to create an enabling environment for private sector participation in reintegration efforts of the returnee from abroad.ย

By end of Sepย First draft of policy papers on private sector incentives, a comprehensive first draft of the policy papers, labor shortage assessment, proposing concrete incentive mechanisms for private sector hiring of returnees from abroad and potential migrants. this draft should incorporate findings from the mapping exercise and preliminary analysis of relevant national and international best practices. By end of Octย Provide training and developing standardized guidelines to improve access to employment for returnees and potential migrants in Federal Iraq and KRI. By end of Novย Final policy papers & comprehensive stakeholder engagement report, the final, high-quality policy papers, fully incorporating all agreed-upon revisions and ready for official submission to relevant government entities. this must be accompanied by a comprehensive \"stakeholder engagement report\" detailing the entire consultation process, key insights, recommendations for future engagement, and a clear outline of how the papers contribute to creating an enabling environment for private sector participation in reintegration efforts.
