Organizational Setting

The FAO Office in Haiti is responsible for developing, promoting, supervising, and implementing agreed strategies to address national priorities in food security, agriculture, and rural development in Haiti. It develops and maintains relations with the relevant ministries at the national level.

The main objective of FAO country offices, led by an FAO Representative, is to assist governments in developing policies, programs, and projects to achieve food security, reduce hunger and malnutrition, support the development of the agriculture, fisheries, and forestry sectors, and ensure the sustainable use of their environmental and natural resources.

Reporting Lines

Under the overall supervision of the FAO Representative in Haiti, and in close coordination with the Senior Livelihoods Specialist, the lead technical officers (LTOs) and relevant units in the Sub-regional office for Mesoamerica and Headquarters, the Environmental Specialist will perform the following duties

Technical Focus

Provide technical leadership on environment, climate change, and biodiversity, ensuring project quality, scientific rigor, and compliance with FAO and national standards. Support project design, monitoring, and safeguards, while aligning initiatives with national priorities and FAOโ€™s strategic objectives for sustainable resource management and climate resilience.

Tasks and responsibilities

โ€ข Provide technical advice and quality assurance on environmental, climate change, biodiversity, and land degradation components of all active projects (e.g. strengthen project logframes and indicators, contribute to the formulation and technical review of annual work plans, budgets and procurement plans, enhance monitoring, reporting and learning systems).

โ€ข Review and validate technical deliverables (studies, designs, management plans) from partners and consultants to ensure scientific rigor, feasibility, and compliance with FAO, donor and national standards.

โ€ข Support participatory planning and ensure the inclusion of women, youth, and vulnerable groups in project implementation.

โ€ข Support the implementation and monitoring of Environmental and Social Safeguards (ESS), gender and stakeholder engagement plans, and grievance mechanisms.

โ€ข Provide technical support/backstopping for field work as required

Design and pipeline development

โ€ข Provide technical leadership in the identification and design of new project proposals, ensuring a strong climate and alignment with donor requirements and robust logical frameworks and associated indicators

โ€ข Prepare or review analytical inputs (e.g. hazard and vulnerability assessments, safeguards analyses, gender assessments, environmental baselines)

โ€ข Respond promptly and effectively to technical comments from donors, funding agencies, and review bodies (e.g. GEFSEC, GCF Secretariat, STAP/ITAP), preparing clear justifications and revisions as needed.

โ€ข Coordinate and support ministries, interministerial institution and development partners to align new initiatives with national priorities and secure buy-in and co-financing.

Cross-cutting responsibilities

โ€ข Ensure coherence and complementarity across all projects under the Haiti environmental and climate change portfolio.

โ€ข Support evaluations and adaptive management through technical analysis, risk monitoring, and evidence-based recommendations.

โ€ข Contribute to national policy dialogues and coordination mechanisms related to environment, climate change, and resilience.

โ€ข Provide technical support to the FAO Haiti M&E Unit for the design, collection, and analysis of environment-related indicators within the Country Programming Framework and corporate results systems.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

โ€ข Advanced university degree (masterโ€™s or equivalent) in natural resources management, environmental economics, climate change, or a closely related field.

โ€ข At least five years of relevant experience in environmental management, climate change adaptation, or sustainable land and water management.

โ€ข Working knowledge (level C) of French and English.

Technical/Functional Skills

โ€ข Demonstrated experience providing technical support to the formulation and implementation of environmental projects in developing country contexts, including familiarity with their programming frameworks, safeguard systems, and results-based management approaches.

โ€ข Proven ability to develop or review technical analyses, feasibility studies, and environmental or climate assessments within development project contexts.

โ€ข Experience in MRV systems, indicator development, and results frameworks, particularly for climate, biodiversity, and land degradation outcomes.

โ€ข Knowledge of environmental and social safeguard procedures and gender mainstreaming in project design and implementation.

โ€ข Strong analytical and writing skills for the preparation of high-quality technical reports, project documents, and donor submissions.

โ€ข Proven capacity to work effectively with multidisciplinary teams and government counterparts, and to deliver outputs under tight deadlines.

Selection Criteria

โ€ข Flexibility and availability for field travel across Haiti, with up to 30% of time dedicated to field missions.

โ€ข Experience in small island developing states (SIDS), least developed countries and/or conflict/fragile contexts will be considered an advantage.
