IOM Fiji is seeking a consultant to evaluate the overall implementation and outcomes of the โ€œPacific Climate Change Migration and Human Security (PCCMHS)-Programme-Phase IIโ€ project for learning and accountability and to demonstrate project results to project stakeholders and beneficiaries. The specific objectives of the evaluation, therefore, will be to: ย 
a.ย ย ย ย Highlight the achievement of resultsย 
b.ย ย ย ย Review project relevance, coherence, effectiveness, efficiency, impact and sustainability.ย 
c.ย ย ย ย Document lessons learned and best practices and provide actionable recommendations for design and implementation of similar projects in the futureย 
d.ย ย ย ย Assist in assessing value for money for the intervention

Project Context and Scope The Pacific Climate Change Migration and Human Security Programme (PCCMHS) โ€“ Phase II (2023โ€“2026), funded by the New Zealand Ministry of Foreign Affairs and Trade, builds on Phase I to strengthen the resilience and adaptive capacity of Pacific Islanders facing climate change impacts such as rising sea levels, extreme weather, and displacement. The programme seeks to ensure migration remains a choice rather than a necessity, supporting governments to manage mobility as part of broader resilience strategies while safeguarding human rights. Through regional cooperation, national policy development, and civil society engagement, PCCMHS promotes inclusive, rights-based, and locally driven approaches to climate mobility. An external evaluation will assess the programmeโ€™s relevance, effectiveness, impact, and sustainability, highlight achievements and lessons learned, and provide recommendations to inform Phase III and future interventions, ensuring accountability, value for money, and alignment with regional and global frameworks such as the FRDP, the 2050 Strategy, and the UN Sustainable Development Goals.

The consultant hired to deliver a report on a three-instalment payment basis:ย 

1.ย ย ย ย First deliverables: ย Submission and approval of the inception report. Delivered by email by: March 30th, 2026- 20%
2.ย ย ย ย Second deliverables: Submission of the first draft of the evaluation. Delivered by email by: May 22, 2026- 40%
3.ย ย ย ย Final deliverables: ย Approval of the final evaluation brief and the partially completed of the management response matrix. ย Deliverable by email by May 31st, 2026 - 40 %
ย  Performance indicators for the evaluation of results ย  Deliverables are to be provided by email to the Programme Manager, including brief written summaries of deliberations. Monitoring day-to-day support tasks will be managed and evaluated over email and formal discussions based upon the above responsibilities. ย The responsibilities listed above are expected to be carried out over the course of 52 days. Any deviation in the achievement of these tasks will be mutually agreed over discussion and email. Total workload will be monitored by the Programme Manager, and timeline for the delivery of these tasks may be adjusted based on mutual agreement and approval of the IOM Fiji Mission, in line with its policies and procedures.ย  Education and Experience

The evaluator should have at least 8 years of relevant experience in leading evaluation assignments. Demonstrated experience in carrying out similar evaluation assignments for projects related to climate change and displacement, community resilience, human mobility in the context of climate change and protection, human rights, and gender is required Demonstrated capacity to coordinate with and secure key informants (including UN agencies, regional partners, government actors, civil society actors, NGOs, and target communities) for data collection is required.ย  Substantive expertise in climate mobility, including climate-induced relocation and migration, with additional relevant experience considered an asset. Demonstrated GEDSI expertise, with the ability to apply GEDSI principles throughout the evaluation process. Experience working in the Pacific region (Pasifika) is highly desirable, with contextual understanding of regional dynamics, stakeholders, and cultural sensitivities.ย  Skills Excellent analytical, oral, and written communication skills in English.ย  Experience with peer-to-peer data collection through FGDs, KIIs, survey etc.ย  Ability to create graphic visuals on key findings.ย  Experience in technical and analytical report writing.ย  Experience in working in complex institutional environments.ย  Displays cultural, gender, religion, race nationality and age sensitivity and adaptability.ย  Ability to work with minimal supervision and to meet deadlines.ย  Expertise in research and evaluative techniques and approaches.
