Under the overall supervision of the Chief of Mission, Head of Partnership in IOM Ukraine, and the direct supervision of the Grants Management & Capacity Development (GMCD) Coordinator, the Senior Program Associate will be responsible for supporting the Grants Management team and overseeing the partnership lifecycle. The position works within established guidelines to implement the grants management processes, maintaining compliance with established standards, and monitoring partner performance across all sectors of work in which the IOM mission engages.

  1. Coordinate the Grants Management team to support process standards, timelines, and quality requirements for all grant management activities.
  2. Support partnership decision-making processes by reviewing non-substantive changes to agreements and preparing documentation on substantive changes for review and approval by the GMCD Coordinator.
  3. Support Traffic Light System implementation for grants management processes, with responsibility to notify when indicators reach yellow status and escalate to GMCD Coordinator for Orange/Red status.
  4. Coordinate and monitor all grant awards throughout the project lifecycle, and recommend corrective actions to address identified issues, in consultation with relevant stakeholders.
  5. Serve as primary liaison with implementing partners on operational matters, with responsibility for escalating routine implementation issues within established parameters.
  6. Support information management standards for the Grants Management team, by adhering to documentation requirements and verification procedures.
  7. Monitor partner performance against established criteria by assisting in the preparation of corrective actions plans, capacity-building interventions, or partnership adjustments.
  8. Lead the implementation of the Grants Tracker system by assisting programme units with data entry compliance, and escalating unresolved issues to the supervisor.
  9. Apply grant management standards, including the use of templates, verification requirements, and monitoring approaches.
  10. Liaise with thematic specialists to monitor the technical quality of partner activities and participate in technical review meetings.
  11. Participate in the GMCD Unit coordination mechanisms related to implementing partners and relay operational information within established parameters.
  12. Perform such other duties as may be assigned. Education
    • High School Diploma with seven years of relevant work experience; or,
    • Bachelorโ€™s degree in Social or Political Sciences, Economics, Management or a related field from an accredited academic institution with five years of relevant professional experience

      Experience

      • Minimum two years of experience in partnership engagement and grants management in humanitarian or development contexts.ย 
      • Demonstrated experience in developing and implementing grants management tools, systems, and operational documents.
      • Proven experience liaising with implementing partners on contractual compliance and operational matters.
      • Experience working with government authorities, civil society organizations, and vulnerable populations.
      • Experience working with Ukrainian government institutions and civil society organizations.
      • Experience in developing training materials and conducting capacity strengthening sessions for partners.
      • Experience with monitoring partner performance and recommending corrective actions in line with localization goals.
      • Knowledge of the socio-political dynamics and ongoing humanitarian and development activities in Ukraine is an advantage.
      • Prior work experience with IOM or other UN agencies is an advantage.
      • Work experience in/familiarity with the region is an asset. Skills
        • Excellent research, writing, outreach and communications skills.
        • Knowledge of and experience in working in migration issues with a focus on displacement.ย 
        • Knowledge of the IOM project cycle, project development and M&E standards.
        • Knowledge of UN and IOM programming.
        • Knowledge of Accountability to Affected Populations (AAP) an asset.
        • Understanding of M&E concepts and techniques including evaluative methodologies and results monitoring.
        • Good qualitative and quantitative data analysis skills and demonstrated ability to produce high-quality reports.
        • Proficient in the use of a Microsoft Office Package, such as Word, Excel, Outlook etc, and knowledge of collaborative platforms such as Microsoft Teams, SharePoint, OneDrive, an advantage. Languages
