Context:
The Project Performance Division (PPD) within the Office of Strategy and Organizational Performance (OSP) oversees the development and implementation of the institutional framework and policies for project cycle management. Through its two Units - the Project Coordination Unit and the Project Information and Management Application (PRIMA) Unit โ PPD is responsible for enhancing methodologies, tools, and competencies to support project development and delivery and assist IOMโs management and staff in programme reporting and institutional performance data. This includes oversight of the project cycle processes through the IOM Project Handbook and the IOM project cycle management application, PRIMA, providing real-time information and analysis on the evolution of the Organizationโs programme and project portfolio to IOMโs leadership with a view to optimizing outcomes.
Under the overall supervision of the Chief, PPD and the direct supervision of the Head, PRIMA Unit, the Business Systems Analyst (PRIMA) is responsible for the translation of ideas and business needs into business requirements to facilitate ongoing enhancement and business adoption of PRIMA.ย
Gather, maintain and translate business requirements into functional solution strategies for the PRIMA platform. Coordinate with the Department of Information and Communications Technology (ICT) and Wave Phase 2 Project teams to gather requirements for the PRIMA re-platforming project, focusing on efficiency and effectiveness gains.In close coordination with the Business Relationship Manager (BRM)โPlan to Report, ICT, support the performance assessments of the current PRIMA platform and provide advice on the new system's purpose, intended users, and functionalities. Identify areas for improvement as needed.ย Conduct regular assessments of the suitability of the current digital platform considering user interface/experience, platform structure, content governance and ownership, opportunities for AI functionality, and PPD/OSP maintenance capacity and cost.In close coordination with the Business Process Analyst, gather, maintain and translate business requirements from key institutional stakeholders into functional solution strategies for the PRIMA platform. Coordinate and develop test scenarios traceable to business requirements to ensure they are fully and correctly implemented in the new platform. Participate in end-user training delivery as needed.Ensure any updates to key institutional project cycle processes such as new structures, systems, and instructions (e.g. Project Handbook updates) are incorporated in the PRIMA platform.Coordinate ongoing PRIMA capacity development programmes, including exploring AI integration into PRIMA.ย Supervise PRIMA platform dashboard optimization, including data migration and overall rehaul of the dashboards to improve analysis and data integrity, reduce redundancy, and achieve efficient maintenance.ย Ensure timely preparation and generation of information products utilizing PRIMA data with the intention to support institutional efforts to strengthen institutional planning, monitoring and reporting.ย Provide technical guidance on reporting/monitoring requirements, system users, and business process requirements to support the design, development, testing, implementation, training, and reporting on the new PRIMA platform.Perform such other duties as may be assigned.Educationย
Masterโs degree in Business Administration, Management, Information Technology, Computer Science, Engineering, or a related field from an accredited academic institution with five years of relevant professional experience; or,University Degree in the above fields with seven years of relevant professional experience.Accredited Universities are those listed in the UNESCO World Higher Education Database.ย
Experience
At least five years of relevant experience as Business Analyst, Information Management ย Coordinator, Data Analyst, or in a similar role.ย Knowledge of the Microsoft SharePoint, IOM PRIMA application and experience with WAVE concepts, SalesForce, Access databases, all a strong advantage.ย Advanced data visualization and information design skills, including experience designing information management products, systems, and associated reports including dashboards. ย Familiarity and experience in Project Cycle Management (PCM), Results-Based Management (RBM), monitoring, and evaluation, and/or information knowledge management within IOM or other similar entities (e.g. UN entities, government authorities, international NGOs).Experience in stakeholder management, such as coordination of working groups and training events, an advantage.ยSkills

For this position, fluency in English is required (oral and written). Working knowledge of another UN Language (Arabic, Chinese, French, Russian, and Spanish) is an advatnage.
