Background:

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation dedicated to protecting the rights of displaced and affected people during crises. NRC delivers high-quality programmes to support people forced to flee, helping them rebuild their lives and establish a new future. NRC provides immediate humanitarian assistance, prevents further displacement, and contributes to durable solutions. It operates across both new and protracted crises across 40 countries. In Unity State, NRC has been providing humanitarian assistance to displacement-affected populations since 2018 in Mayom, Koch, Leer, Mayendit, Rubkona and Panyijiar counties through direct provision of assistance, coordination of humanitarian responses with various actors and through advocacy.

NRC specialises in five core competencies: counselling and legal assistance (ICLA), protection from violence, education, shelter and settlements, and water, sanitation, and hygiene (WASH). These specialised areas enable NRC to respond effectively to the diverse needs of displaced populations. As a rights-based organisation, NRC is a strong advocate for displaced and vulnerable people, working at local, national, regional, and global levels to influence decision-makers. This advocacy is rooted in the organisation's first-hand experience and specialised expertise.

From January 2026, NRC will have a field office in Unity State - South Sudan, moving from an Area Office composed of three physical offices (Leer, Koch, Mankien) to one main office in Leer and one satellite office in Bentiu.

With Leer Field Office as a hub, NRC will directly implement activities in Leer and Rubkona Counties and use mobile modality and local partners to respond in all the other counties within Unity State and Ruweng Administrative Area whenever the need arises. This is aimed at ensuring that NRC can respond to ongoing and new crises in Unity State in a timely, efficient and effective manner.

What we are looking for:

The Field Office Manager position provides operational leadership and coordination of NRCโ€™s activities at field office level. The FM is responsible for ensuring efficient, secure, and accountable management of the programmes and support functions in the designated field office. The position oversees the operations of the field office including staff management, support and programme coordination, external engagement and representation.

The position holder is responsible for addressing specific operational needs in contexts where the scale and complexity of the response, the remoteness of the location, the security environment, access constraints, or the need for external representation and coordination require a dedicated and senior leadership role at field level.ย
