Org. Setting and ReportingOn 29 May 1948, the United Nations Security Council, in its resolution 50 (1948) called for a cessation of hostilities in Palestine and established the first peacekeeping mission headed by a UN Mediator with the assistance of a group of military observers to be known as the United Nations Truce Supervision Organization (UNTSO). UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSOโ€™s mandate covers five countries, including Egypt, Israel, Jordan, Lebanon, and the Syrian Arab Republic. This position is located in the Security Section at UNTSO Headquarters, Jerusalem. The Field Security Assistant at this level reports to and is under the direct supervision of the Deputy Chief Security Officer/ Chief Security Information and Operations Center (CSIOC). ResponsibilitiesUnder the overall direction of the Chief Security Officer / and the direct supervision of the Deputy Chief Security Officer/Chief SIOC, and within limits of delegated authority, the Field Security Assistant will perform the following functions: โ€ข The incumbent functions within the SIOC-INFO cell and is required to populate the Situational Awareness Geographical Environment Database (SAGE) with security-related incidents reported in the five countries where UNTSO operates; โ€ข Drafts the Daily Incidents Report and forward to SIOC- OPs for dissemination; โ€ข Monitors security developments in the UNTSOโ€™s AoR; โ€ข Identifies and summarizes security-related headlines and text from local open media sources (OMS) and translates documents from Arabic or Hebrew into English when necessary. โ€ข Assists with the preparation of the daily morning briefing; โ€ข Prepare daily summary and weekly reports; โ€ข Prepare weekly mission brief security notes and power point presentation; โ€ข Assist in the preparation of regional liaison visit security reports; โ€ข Presents analytical briefs and performs other shift duties as may be required by the DCSO/CSIOC or his designate. โ€ข Function as Guard Force (GF) Shift Supervisor as required. โ€ข Supervises all aspects of the administration and work of Field Security Assistants. โ€ข Ensures that routine patrols and/or sector patrols are conducted to check security of buildings, security of the compound, security of the perimeter fence, personnel, equipment, and adherence to rules and regulations. โ€ข Receives, records, and appropriately takes action based on information received through all communication means. โ€ข Monitors and controls communications network to ensure adherence to radio protocols and security- related issues are attended to or reported to the appropriate authorities. โ€ข Monitors adherence to computer and information security guidelines. โ€ข Works closely with the Mission Information Technology (IT) section and/or Guard Force Supervisor (GFS) to ensure the implementation of all technical-related protocols that are necessary for ensuring a secure IT network environment. โ€ข Report all IT security breaches to the relevant authorities. โ€ข Conduct security surveys of offices and compound facilities. โ€ข Obtains comprehensive security information and produces background papers relating to incidents that affect safety and security of staff and UN owned equipment (UNOE) on the compound. โ€ข Prepares comprehensive incident reports involving UN personnel, installations and equipment. โ€ข Liaises where necessary with designated host government security, safety and emergency officials. โ€ข In the event of an emergency response situation, initiate appropriate response in support of the GFS as per emergency response plan. โ€ข Acts in direct support of the GFS to organize meetings and training for GF members. โ€ข Supports the GFS with security procedures for special events as per Operational Plans โ€ข In the event of a fire or an emergency evacuation, assist the Fire and Security Focal Point to provide supervision and coordination in accordance with the Fire Safety Plan and Emergency Plan. โ€ข Assist the Fire and Safety Focal Point in coordinating fire safety inspections, fire safety risk assessments. โ€ข Must be attentive to detail and accuracy of all entries into the logbook. โ€ข Regularly brief and update the GFS, make recommendations for improvements. โ€ข Be acquainted with the PA/Fire Alarm System. โ€ข Support SIOC-ops in day, afternoon or night shift duties as required. โ€ข Performs shift duties, including night duties and responsibilities as may be required and so assigned by the Deputy Chief Security Officer/Chief SIOC and or Chief Security Officer or his designated official. โ€ข Peforms any other duties as may be required and so assigned by the Deputy Chief Security Officer/ Chief Security Information and Operations Center (CSIOC) or his/her designated official. Job - Specific QualificationA valid driverโ€™s license in Israel and West Bank is required (attach a copy of your license). Experience using Office applications, such as Power point, Word and Excel, is required. Experience in preparing and/or providing briefings is desirable. Experience and knowledge of SAGE or other applications in security information analysis is desirable Experience in using databases for security incidents is required. Experience in drafting documents related to security incidents and/or security reports is required. Training in information analysis or open-source information or a related field is desirable. Work ExperienceA minimum of five (5) years of progressively responsible security experience with a local, national or private police, security or fire brigade organization is required. The minimum years of relevant experience is reduced to three (3) for candidates who possess a first-level university degree or higher. Experience within the UN or other international organizations' security service is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Either Arabic or Hebrew is desirable.
