Finance Manager

The position will be based in Maseru.
EpiC Lesotho Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control. EpiC provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. The EpiC program in Lesotho will expand HIV case finding in the community, optimize treatment initiation and support treatment continuity in Maseru, Mafeteng, Mohaleโs Hoek and Thaba-Tseka districts.
Job Summary
Manages financial/accounting operations, including overall financial monitoring and support/guidance to projects in finance and operations staff, to ensure the fiscal well-being of the organization. Provides financial management and guidance, conducts analyses of financial data, provides budget analysis for project funds, and reviews and prepares required reports to funding agencies to ensure compliance with the donor's requirements. Proactively guides and supports respective financial success by providing high level analytical expertise, implementing business strategies and developing strong customer relationships. Provides analysis and business modeling support on strategic initiatives for senior management and field operations. Analyzes performance trends, modeling complex business decisions, tracking performance and presenting results.
Position Responsibilities
- Manages financial reporting for annual budget planning, pipeline analysis, audit reviews and assessments.
- Engages in the more critical and confidential aspects of financial analysis.
- Contributes to the development of high-quality work plans, quarterly and annual reports, financial reports, and any other reports required by the donor.
- Maintains weekly and monthly schedule of financial transactions and reporting according to organizational requirements.
- Works with the country officeโs finance leadership to contribute to the monthly and quarterly financial reporting to FHI 360 regional office and donor, as required.
- Oversees and directs the control of the project budget and activities of the finance and grants analysts, and accountant.
- Contributes to the review, provides input, and periodically updates operations, administrative, and financial office policy and protocols, as requested.
- Reviews and approves procurement requests and payment vouchers for purchasing goods and services and for program activities and assures that all disbursements or reimbursements are made in compliance with FHI 360 policy and applicable to donor rules and regulations.
- Supervises project finance, operations and administrative staff members of the office and encourages a collaborative, cohesive working environment.
- Reviews sub-awardee and contractor budgets for correctness and verifies that budgets conform to FHI 360 and donor regulations.
- Supervises review of sub-awardee financial reporting and fund disbursement.
- Provides administrative, financial, accounting, and other technical assistance as required to FHI 360 staff and/or partner staff.
- Assists with internal audits and implements recommendations resulting from audit process.
- Monitors deliverables of consultants performing operations or local approval tasks, as required.
- Supports the Project Director with annual project budgeting, including sub-awardee budgeting, and as required during the project period.
- Supervises workflow of finance and operations teams to ensure quality deliverables and adherence to deadlines.
- Supervises other project-based finance and contract & grants staff.
- Keeps abreast with the latest trends in financial accounting and mentors staff.
- Works with confidential data, which if disclosed, might have significant internal and / or external effect.
- Builds and trains staff on financial policies and procedures, GAAP practices and client relationships
- Performs other relevant duties as assigned by the Project Director, HQ office and FHI 360 Lesotho office leadership, as applicable.
Qualifications
- Bachelorsโ Commerce degree in accounting from a recognized university; Masterโs degree in business administration will be an added advantage.
- A minimum of 5 โ 8 (five to eight) years accounting, operations, and financial management experience of large-scale, international development assistance programs; a minimum of 5 (five) years in management.
- A minimum of 5 (five years) of relevant experience with financial analysis, financial reporting, cash flow analysis, budget development and forecasting, preferably on international health projects.
- CPA/ACCA Professional qualifications/other financial or accounting qualifications.
- Demonstrated experience with USG cost principles, GAAP accounting rules and grants contract management.
- Supervisory experience managing finance, operations and/or administrative staff.
- Demonstrated experience and skills in developing and managing large budgets.
- Experience developing and/or implementing finance and accounting policies, procedures and systems.
- Experience developing and/or implementing office administrative policies, procedures and systems (human resources, procurement, operations, etc.).
- Proficiency in relevant computer applications and databases.
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors, host-country counterparts, and representatives from other key stakeholders such as NGOs, CSOs, and the private sector.
- Extensive knowledge of Lesotho financial and NGO reporting requirements.
- Knowledge of Lesotho labor law and statutory payment requirements.
- Fluency in English is required.
- Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
- Must be able to read, write, and speak fluent English; fluent in host country language as appropriate.
- Non-governmental organization (NGO), government, or private sector experience preferred.
