Danish Refugee Council (DRC), one of the worldโs leading humanitarian NGOs, is currently seeking a highly qualified Finance Specialist to support financial management, reporting, and compliance for DRCโs office in Bangkok and provide finance support to regional projects.
This role is focused on Thailand operations and support to 2 entities (MMC and ADSP) as well as regional project. It ensures compliance with DRC procedures and guidelines. The role provides support and/or technical guidance to budget holders and project colleagues in all finance aspects.
โข Functions as a specialist in Finance within Thailand country operation.
โข Provide overall advice, coordination, and technical support to the budget holders
โข Ensure compliance with the finance chapters of DRCโs Operations Handbook
Responsibilities:
Support
โข Support the development and implementation of financial management capacity building of staff
โข Provide technical support and advice to the budget holders and program colleagues
Financial Management
โข In close cooperation with budget holders, reinforce existing procedures and systems for financial management and control in compliance with guidelines of DRCโs Operations Handbook, internal guidelines and donor requirements
โข Organize training sessions for Budget holders around Financial Management (BFU, cofunding, BI report, etc..)
โข Support timely delivery of quality financial reports to donors and internal reports to colleagues and HQ
โข Update monthly budget follow-up tool for regional projects
โข Monthly financial briefings to relevant Manager
โข Ensure thorough and effective budgetary control in the country programs
โข Liaise with relevant Managers on key financial issues for all programs in the country, including co-funding, financial reporting, key variances and any remedial action
โข Support in collecting cash forecasts from all Programme Managers and requesting funds in a timely manner
โข Maintain a continuous overview of funding levels and pay particular attention to shared support costs, including staff salaries
โข Ensure monthly meetings are held with project managers to discuss key variances, reasons for these, and any remedial action that is required
โข Update and maintain offline and online Master Budget on monthly basis
โข Design monthly staff allocation table and administration costs and get it approved by Support Services Manager.
โข Ensure reconciliation between donor agreement and DYN approved budgets
โข Follow-up on open committed costs, including PRs, Pos, TRs and other pending transactions, and clean as applicable.
As Specialist the post-holder is responsible for the following:
โข Responsible for providing specialized knowledge and operational know-how within a specific discipline
โข May also have technical line responsibilities, but generally on technical or operational matters
About you
To be successful in this role we expect you to have minimum 3 years of practical experience in financial management preferably with INGO/NGO. Moreover, we also expect the following:
โข Master's degree in Finance/Accounting or Business Administration
โข Proven experience in managing large budgets
โข Competence in providing technical guidance and training
โข Proven experience in working with national partners, local/government authorities
โข Working experience with relevant donors (e.g. UNHCR, ECHO, OFDA, WFP, DFID or BPRM guidelines)
โข Advanced proficiency in Excel
โข Full professional proficiency in English
โข Full proficiency in Thai (writing also)
