The Finance Technical Officer, reporting to the Finance Manager, and to be responsible and accountable to ensure accurate financial management and monthly reports are in conformity to NRC's accounting practices, standards, and donor requirements.

Specific responsibilities

Accounting/Treasury.

Take the lead & control of the cash flows from PS Hub Amman for any payments through the banks in accordance with his/her assigned projects.Act as Finance Focal point for the banking issues offices in accordance with his/her assigned projects and ensure all communication is stored and secured. Coordinate with the areas for the payment ensuring priorities and timeline expected. Act as Finance Focal point for payment request and allocations from the admin office in the PS Hub Amman.Ensure that all payment requests are verified and approved in accordance with his/her authorization limit before processing the payment following his/her assigned projects.Ensure the international payment/s is communicated to Oslo and paid on a timely basis.Allocate the prepaid expenses every month to the existing project in accordance with his/her assigned projects,Responsible for the monthly closing and consolidation of accounting books at the PS Hub level.Prepare all payments for Petty cash for PS Hub Amman in accordance to internal controls. Prepare the monthly cash count reconciliation and report any issues to the Finance Manager.Prepare the monthly bank reconciliation and ensure that all transactions are monitored and acted upon.Reconcile the eBRS related to the cash and bank accounts for the accounts handled by the PS Hub Amman. 

 

Financial Systems

Prepare the allocation table and allocate all expenses of the PS Hub Amman to the existing project.Ensure Agresso records are booked on a timely manner at PS Hub Amman.Ensure the travel claims form is processed and updated every month.

 

Internal Control and Compliance

Ensure proper supporting documentation for all payments with valid budget codes and are checked according to the donor and organization’s regulations.Ensure that the expenditures are booked to the right existing projects based on the updated monthly BvAs.

 

Capacity Building Plan

Develop capacity building plan for the new staff in MENA Portal expenses, advances, etc according to the internal controls of the office,

Competencies:

Bachelor’s degree in accounting or finance-related fields.Experience of 2 years working on a finance role, of which 1 as a Finance Officer position in a humanitarian/recovery context.Knowledge of Agresso Accounting System will be an asset.Capacity to work under pressure and meet reporting deadlines.Previous knowledge of working with Accounting Software.
