Work LocationVienna Expected duration2-9 October 2025 Duties and ResponsibilitiesIn accordance with paragraph 7 of the General Assembly Resolution 78/226 (2023), Member States are specifically called upon to take appropriate measures to address the new and emerging threats posed by the rise terrorist attacks based on Xenophobia, Racism and other forms of Intolerance, or in the name of Religion or Belief (XRIRB), and United Nations Office on Drugs and Crime (UNODC) is requested to provide technical assistance on this issue. Based on this mandate, the Corruption and Economic Crime Branch is organizing a Financial Disruption Expert Group Meeting (EGM), which aims to strengthen the current understanding of the financing of XRIRB terrorism. This activity is taking place in the framework of a Germany funded project in partnership with the Terrorism Prevention Branch aiming at strengthening Member States response to XRIRB terrorism. The consultant will participate in a three-day meeting, support the preparation and facilitate the 6th Expert Group Meeting to identify through case studies the trends, schemes, disruption methods, financial and online investigations of XRIRB groups with law-enforcement, prosecutors and intelligence services from Member States. The consultant will provide a detailed report on the trends and methods, with recommendations. Qualifications/special skillsAdvanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, or other related field is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognized national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree. At least ten years of professional experience in the fight against terrorism, financial crime, money laundering, financing of terrorism or other related crimes are required Knowledge and professional experience in targeted financial sanctions is desirable. Practical professional experience in investigating or advising governments on terrorism financing measures is desirable. Knowledge and experience in the field of Right-Wing Extremism is desirable LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another official United Nations working language is an advantage. Additional InformationNot available.
