Organisational Context
Article 54 of the Rome Statute mandates the Office of the Prosecutor (โthe Officeโ) to give particular consideration to sexual violence, gender violence and violence against children in its investigations and prosecutions. These crimes are thus a strategic priority for the Office. To fulfil this mandate, the Office has issued a Policy on Gender-based Crimes (GBC), which focuses on acts of sexual violence, reproductive violence and other forms of gender-based violence that constitute crimes under the Rome Statute. The Policy seeks to, amongst other objectives, integrate a survivor-centred and trauma-informed approach in the Officeโs work with victims and witnesses exposed to GBC and other atrocity crime and to contribute to the development of international best practice regarding accountability for GBC at the ICC and beyond.
The Integrated Services Division (ISD) within the Office of the Prosecutor (OTP) centralises the specialised support functions that provide cross-cutting support to the Office. The Division is headed by a Director who is responsible for managing the reliable and cost-effective delivery of integrated services and ensuring that the OTP is adequately supported through all relevant service functions, technologies and equipment, and that appropriate services are available to allow the implementation of the Officeโs mandate. The services include planning and operations, witness protection and management, information knowledge and evidence management, forensic science, language and administrative support. The Division works to develop new approaches and strategies that promote the use of modern tools and advanced technology as mechanisms to strengthen the effectiveness of the Office. The Forensic Science Section is situated within the Integrated Services Division, and is in charge of the following functions:
โข The Forensic Unit provides expertise for all matters related to crime scene examinations, exhumations, autopsies, clinical examination of witnesses, as well examination of physical evidence collected during investigation or trial.
โข The Video and Image Analysis Unit provides expertise for all matters related to photo and video analysis and enhancement and 3D mapping and reconstruction.
Duties and Responsibilities
The incumbent will work under the direct supervision of the Head of Forensic Science Section and will perform the following tasks:
โข Supports the implementation of forensic medical-related components of OTP Policies on Gender-Based Crimes, Gender Persecution, Crimes against and affecting Children;
โข Assesses GBC needs across a range of stakeholders, including for capacity building, internal and external training, as well as clinical examinations;
โข Works effectively in close cooperation with other team members in particular the Officeโs Gender and Children Unit and affiliated membersอพ
โข Conducts forensic medicine related duties and activities as well as drafting of forensic reportsอพ
โข Develops strategies and operational plans from the forensic perspective, including in regard to clinical forensic medical examinations for Gender-Based Crimes, Gender Persecution and Crimes against and affecting Childrenอพ
โข Advises and assists the Head of Forensic Science Section on forensic medical and scientific procedures and techniques to be used, as well as any other relevant tasksอพ
โข Gives, pursuant to the instructions of the Head of Forensic Science Section, operational lead to the other members of the scientific team that she/he is part ofอพ
โข Participates as required in field activitiesอพ
โข Provides advice on how to use existing international and national networks in his/her field of expertise for supporting investigations of the Office of the Prosecutorอพ
โข Performs other duties as required.
Essential Qualifications
Education:
An advanced university degree in forensic medicine or a related field. A first level university degree in combination with two additional years of experience is accepted in lieu of the advanced university degree.
Experience:
โข A minimum of five years of relevant work experience (seven years with a first level university degree), in forensic medicine, with a special focus on complex, large scale cases and operations, including in relation to sexual and gender-based violence is requiredอพ
โข Professional experience in a forensic medicine institute, in a forensic governmental or intergovernmental agency, scientific police institute, ad hoc international tribunal, international fact finding commission, international organization (e.g. as a clinical forensic medical examiner, forensic nurse, forensic medical officer, etc.) is requiredอพ
โข Experience providing forensic medical assistance to international or national programmes to address GBC and/or crimes against and affecting children would be an asset.
โข Experience in specialised delivery of clinical forensic medical services to survivors and witnesses exposed to GBC and/or crimes against and affecting children would be an asset.
โข Experience in documentation of GBC-related aspects of torture is desirable.

Knowledge of languages:
Fluency in either of the working languages of the Court, English or French, is essential. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.

General Information
- Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
