Context and Scope
Under the direct supervision of the Chief of Mission (CoM) in the relevant Country Office (CO), in close coordination with the Sub-Regional Office (SRO) and the Global Office (GO) in Brussels, the Fundraising Consultant will provide strategic and technical support to selected IOM COsย in the sub-regionย in the identification, development, and stewardship of national fundraising opportunities. This position will focus on cultivating partnerships with the private sector but also supporting the COs on resource mobilization priorities related to both national and EU funding.
Private Sector Partnerships:
At the national level the incumbent shall work in coordination with the Private Sector Partnership (PSP) Unit and SRO to:
- Support the expansion of private sector engagement in France by identifying private partners, including multinationals, small and medium enterprises, corporate philanthropy arms and foundations aligned with IOMโs mission.
- Facilitate outreach and negotiations for private sector collaboration and partnership agreements.
- Identify specific partnership opportunities coordinating with the relevant colleagues the drafting/development of project proposals, ensuring quality, compliance with donor expectations, and alignment with IOMโs strategic priorities.
- Coordinate with Headquarters, GO and SRO to ensure coherence and consistency in donor outreach and messaging.
- Ensure regular information sharing with the staff at SRO and France Office on the actions taken including contacts and documents as well as organize the hand-over of follow-up initiatives.ย
- Develop reporting and impact communication materials tailored to diverse private sector partners.
- Perform any other related duties as required to advance IOMโs resource mobilization goals.
EU/national Funding Partnerships:
At the national level the incumbent shall work in coordination with the GO and SRO to:
- Develop partnerships with governmental authorities, EU representations in the country, international organizations, non-governmental organizations (NGOs), civil society in the country, particularly with a view to identify migration-related areas for developing common activities/projects in a complementary manner.
- Identifyย needsย andย prioritiesย forย cooperationย andย projectย developmentย asย wellย asย for fundraising purposes.
- Support the CO in the preparation and implementation of high-level meetings, with a view to ensuing high level participation of the Government.
- Advise CO on EU Pact implementation opportunities in the country as well as EU/governments' migration related policies for the positioning/accessing available funds.ย
- Develop a specific action plan to unlock opportunities around funding through EU Pact implementation.
- Support the CO on development of appropriate strategies to access migration management funds available at the national level.
- Contribute to the development and drafting of concept notes and project proposals linked to the identified opportunities.
EDUCATION
- Masterโs degree in International Relations, Development Studies, Business Administration, or a related field from an accredited academic institution with ten years of relevant professional experience.
EXPERIENCE
- Progressive experience in fundraising, donor relations, or partnership development in the humanitarian, development, or international cooperation sector.
- Experience engaging with national institutions and the private sector in the country of deployment.
- Proven track record of successful proposal writing and private sector engagement is highly desirable.
- Previous experience in working with IOM/UN is an asset.

For this position, fluency in English as well as French are required (oral and written).
