Market Growth and Opportunity โ€“ Analysis of the e-mobility market, emerging opportunities for women as consumers, entrepreneurs, and workers. d. Barriers and Gaps โ€“ Identification of key constraints (finance, training, infrastructure, networks) and strategies to address them. e. Aligning with ESG, SDG 5, and Climate Finance โ€“ How inclusive practices align with global benchmarks and attract impact investment. f. The consultant is not expected to undertake graphic design or final typesetting, but the manuscript must be structured, edited, and formatted to publication standards, requiring only the addition of design elements by UNEPโ€™s SMU team. 3.Regional Accelerator Methodology: Building on the Handbook (Deliverable 2), the consultant will develop a practical methodology for implementing a Regional Accelerator designed to build, fund, and scale e-mobility initiatives that deliver both climate and gender outcomes. The methodology will serve as a standardized, yet adaptable framework tailored to regional contexts, enabling consistent and effective application of the Handbook. The Accelerator will be piloted through one-day sessions in Bangalore, Nairobi, and Bogotรก, within broader three-day regional events co-hosted by UNEP, GIZ, and local partners. Each Accelerator will convene regional industry actors, investors, and policymakers to operationalize gender-inclusive strategies and financing approaches. Accelerator Framework โ€“ Design of agenda, objectives, key takeaways, and session formats (panels, workshops, mentor clinics) suitable for a one-day accelerator. b. Setting) The consultation will report to the SMU Gender Focal Point Programme Officer. The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the Industry and Economy Division of UNEP is to encourage decision makers in government, local authorities, and industry to develop and adopt policies, strategies, practices, and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals, and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices, and other tools that assist in environmentally sound decision making and the building of corresponding activities. The Sustainable Mobility Unit (SMU) is part of the Industry and Economy Division and promotes sustainable and low & no emissions transport in low and middle-income projects around the world through projects and programmes such as the Used Vehicles Project, the Global Fuel Economy Initiative, the Electric Mobility Programme, the Non-motorized Transportation Programme and the Partnership for Clean Fuels and Vehicles project. UNEP is implementing the Global Electric Mobility Programme supporting close to 60 low and middle-income countries to shift to electric mobility for improved air quality and climate change mitigation. The SMU wishes to engage the services of a Gender-Inclusive Investment and Industry Strategies Consultant for a period of five months to develop the Gender and E-Mobility Investor and Industry Handbook, which will equip industry leaders, investors and policymakers with practical tools and knowledge to integrate gender inclusion into business and investment strategies in the e-mobility sector. The consultant will also design a complementary Regional Accelerator Methodology that provides a standardized yet adaptable framework to guide the application of the Handbook in a regional event series co-hosted by UNEP and GIZ. In close consultation with the Gender Focal Point of UNEPโ€™s SMU, the consultant will be responsible for the following activities: 1. Develop the Gender and E-Mobility Investor and Industry Handbook Produce a practical, strategic guide for investors and industry leaders that combines evidence, key metrics, and case studies to show how gender inclusion drives business performance, innovation and market growth in the e-mobility sector. The Handbook will include gender-responsive KPIs and examples of how inclusive business models can attract concessional and blended finance while de-risking investments. 2. Develop the Regional Accelerator Methodology Translate the Handbook into a concise, step-by-step framework to guide its regional application. The Methodology will support the UNEPโ€“GIZ Regional Accelerator Series by helping participants apply the Handbook, foster policyโ€“industry dialogue and mobilize investment for gender-inclusive e-mobility solutions. Qualifications/special skillsAn advanced university degree (masterโ€™s or equivalent) in gender studies, sustainable transport, development economics, finance, business, or a related field. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. 1. At least 5 years of experience working in sustainable finance, impact investment, or venture capital, particularly in designing or advising gender-responsive or inclusive investment strategies is required 2. Strong understanding of developing emerging market contexts, including knowledge of market dynamics, financing barriers, and enabling conditions for e-mobility adoption is required 3. Experience developing strategic publications, toolkits, or investor guides for international organizations, donors or private-sector partners is required 4. Strong analytical skills and ability to synthesize complex policy and financial concepts into clear, practical guidance 5. Solid understanding of gender-responsive investment and business models and their application to low-carbon mobility transitions is required 6. Excellent coordination, facilitation, and stakeholder engagement skills is required 7. Excellent written and communication skills are required. 8. Demonstrated knowledge of the e-mobility ecosystem including vehicle value chains, charging infrastructure, local assembly, and emerging business models as well as how these interact with policy, investment and social inclusion is desirable 9. Capacity to engage effectively with industry leaders, investors and government partners in multi-stakeholder environments is desirable 10.
