The Humanitarian Access and Safety (HAS) Officer provides a range of support in humanitarian access, safety, and security within the country office. Under the supervision of the Country Office HAS Coordinator, the HAS Officer supports the implementation and monitoring of the NRC's HAS Policy, plans, procedures, trackers, and processes in the Country Office.ย
Generic Responsibilities:

Support the implementation of the NRC Global HAS Management System at country level and execute country office-focused elements of the HAS Operational Plan.ย
Contribute to a culture of enabling a safe and principled humanitarian response and support the implementation of Safe and Inclusive Programming Minimum Standards.ย
- Conduct fire safety drills and provide regular induction briefings.
Support HAS Coordinator to arrange for trainings includingย Hostile Environment Awareness Training (HEAT), Hostile Environment Individual Security Training (HEIST), Field First Aid (FFA), Safe Driver Training (SDT) and Fire Safety drill for NRC staff and partners, in line with NRC policies.
Assist HAS Coordinator to develop and maintain Country Office of area-level HAS training documents, including training modules, training calendar and training data base.
Performs administrational and logistical tasks in relation to the planning, development and execution of Hostile Environment Awareness Training (HEAT), Hostile Environment Individual Security Training (HEIST), Field First Aid (FFA), Safe Driver Training (SDT) and Fire Safety drill for NRC staff in line with NRC policies.
Support the Ukraine Country Office and Area Offices in establishing and maintaining key contacts with authorities in their areas of operation.ย
Ensure adherence to NRC policies, guidance, and procedures, and a specific responsibility for HAS policies and procedures.

Specific Responsibilities:
ยPrepare and facilitate HAS induction sessions for new country office staff, as well as briefings and debriefings with colleagues or visitors sharing relevant information about activity locations, emphasising practical safety and security risks prevention and mitigation measures and reporting mechanisms.
Conduct site assessments (MOISS) for all new rental premises and provide any safety and security measures to be addressed prior to use. Follow up on the implementation of identified measures for these infrastructures.ย
Ensure necessary training for the correct use of alternative communication system devices, in coordination with Support teams.
After certification, facilitate/assist HAS Coordinator in planning and execution of the Hostile Environment Individual Security Training (HEIST), Field First Aid, and fire safety training periodically for Area staff, maintaining the corresponding training tracker.
- Facilitate staff hibernation or relocation in emergency situations.
Promote Safeguarding principles and commitments within NRC and amongst communities served by NRC.
Perform any other tasks related to HAS and the position as delegated by the line manager.
Contribute to capacity building and knowledge sharing initiatives with local partners regarding security risk management and humanitarian access in the area, in coordination with the HAS Coordinator and the partnership focal points.
Support regular training needs assessments, shape strategic training plans.
Support the identification of capacity building needs and train the staff on existing security packages and protocols as needed in close cooperation with the HR departmentย
Ensure that HAS training tracker is up to date including NRC online learning programmes.
Maintains an overview of best training practices, developments and tools.ย
Liaise with other INGO country training teams to exchange practices
Liaise with UN agencies, NGOs, local authorities and other external actors to share and gain security information.ย
ยGeneric Professional Competencies:
ย- Minimum two years of relevant experience in humanitarian or development operations.
Foundational understanding of Humanitarian Principles and their application in programmatic and advocacy responses, NGO safety and risk management, and humanitarian access.ย
Previous experience working in complex contexts.
- Proficient in MS Office applications including Word and Excel.
Working proficiency in relevant language Ukrainian and Englishย both written and verbal.
Experience in liaising with communities and authorities as well as with NGOs.
Working proficiency and/or conversational Russian is an added valueย
