    Organizational Setting and Reporting Relationship
    The position of Human Resource Specialist is assigned to the Office of the Director General (BPOD) in the Budget, People, and Management Systems Department (BPMSD). You will based at our Headquarters in Manila, Philippines and relocation is required. All reasonable expenses will be covered.

    You will report to the Designated Managerial Staff and may supervise junior team members.

    Your Role
    As a Human Resource Specialist, you will help drive business intelligence and digital transformation initiatives within BPMSD. This includes leading the modernization of reporting tools, advancing analytics capabilities, implementing and enhancing HR systems, automating HR processes, and supporting AI-driven projects aligned with the HR strategic framework. You will also oversee the management and optimization of the department's data assets, and IT applications.

    You will:

  • HR Analytics & Reporting Modernization: Manage the delivery of HR analytics to ensure timely, accurate, and insightful data, reports, and data analysis for BPMSD and its clients. Oversee the modernization of reporting tools and dashboards by planning, scheduling, and prioritizing deliverables, including managing the deployment and adoption of new analytics solutions such as predictive analytics.

    Data Quality & Integrity:

    Drive initiatives to improve the accuracy, consistency, and reliability of HR data ensuring that data supports strategic decisions and operational processes across all HR functions.

HR Digital Technology:

Manage projects and enhancements for HR platforms including planning and prioritization of project schedules and deployment of new systems and processes. Leverage modern and new technologies to address existing system limitations to support HR operations.

Business and Technical Advisory:

Provide business and technical advisory on the implications of new or systems changes and processes. Evaluate BPMSD's data and IT system requirements ensuring alignment to HR policies, successful implementation and coordination by coordinating within BPMSD and ITD (and other departments as needed).

Capacity Building and Knowledge Sharing:

Support the adoption of new systems and processes through stakeholder engagement, capacity building, and ongoing support for systems, reporting, and reporting tools.

Supervise junior staff members. Provide leadership and support to reporting staff. Supervise performance of reporting staff providing clear directions and regular monitoring and feedback on their performance. Ensure the ongoing learning and development of reporting staff. Perform other duties that may be assigned as reflected in your workplan.

Qualifications

You will need:

A University's degree in Engineering, Statistics, Mathematics, Business Administration, Management, Computer Science or related fields; preferably at post-graduate level or its equivalent. At least 6 years of relevant work experience, with comprehensive knowledge of HR information management, including HR/budget systems policies and procedures, in an international financial institution. Proven experience in formulating and implementing holistic digital strategies in HR, aligning digital investments with corporate priorities. Demonstrated experience in management in HR analytics, IT project management, and HR digital technology solutions. Experience in functional architecture design including cloud-based applications. Certification in HR analytics or equivalent, with proficiency in predictive analytics will be an advantage. Demonstrated experience in automating HR processes and application of machine learning, artificial intelligence, and other emerging technologies to HR solutions. Demonstrated experience in managing, guiding, setting priorities, and working collaboratively with teams. A thorough and systematic approach to working, able to perform independently on assigned tasks. Strong written and verbal communication skills in English. Excellent stakeholder management skills. Additional Information
This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
