Org. Setting and ReportingThe United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide. This position is located in the Field Central Review Bodies (FCRB) Secretariat and Reference Verification (RV) Unit, at the United Nations Global Service Centre in Brindisi, Italy. The Human Resources Officer will report to the Chief of the Field Central Review Bodies (FCRB) Secretariat and Reference Verification (RV) Unit. The FCRB/RV Unit is part of the Human Resources Services Division Office of Support Operations, Department of Operational Support (DOS). ResponsibilitiesWithin delegated authority, the Human Resources Officer will be responsible for the following duties: For the Field Central Review Bodies (FCRB): -Provide Secretarial services for the FCRB. -Plan and organize relevant reviews of the FCRB. -Advise management of the outcome of FCRB reviews. -Follow up with recommendations of FCRB and ensure their implementation. -Plan and coordinate the membership of the FCRB and ensure their endorsement and clearances. -Update, enhance, and deliver training to new and existing members on FCRB policy and procedures, as well as its electronic support tools and databases. -Maintain statistics/data on activities of FCRB and the outcome of recruitment case reviews. -Ensure Consistent application of policies and procedures. -Monitor and ensure consistency and quality control in the review of Generic Job Openings (GJO) and in the functioning of the FCR Bodies. For the Reference Verification (RV) Unit: -Review and approve reference verification cases. -Coordinate the work of the reference verification team. -Ensure the consistent application of policies and procedures. -Administer and provide advice on reference verification issues. -Determine and recommend the final status of the reference verification cases processed by the RV team. -Monitor and ensure consistency and quality control in the RV review process. For general responsibilities: -Providing reports, summaries, projections, and budget justifications as and when requested. -Represent the FCRB Secretariat/ extended unit in meetings and other relevant activities, as and when requested by the Chief of the Unit. -Provide oversight, support and backup on all the work related to FCRB, Reference Verification, and Roster Administration. -Provide advice and support to managers and staff on Reference verification and staffing matters, -Prepare special reports and participating and/or leading special human resources project, -Assist in preparing policy papers, position papers and briefing notes on HR matters, -Prepare HR metrics and analysis as required, such as for audit requisitions, regular reporting and ad-hoc requests -Collect and analyze data to identify trends or patterns and provides insights through graphs, charts, tables and report using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. -Perform any others duties requested by the Chief of the Unit. Job - Specific QualificationSuccessful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Work ExperienceA minimum of five years of progressively responsible experience in human resources, administration or related area is required. Experience in recruitment is required. Experience in the review of recruitment processes or reference verification is desirable. Experience in delivering training programs related to recruitment or reference verification is desirable. Experience related to process improvement projects and related change management procedures is desirable. Experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required. Fluency in French is desirable. AssessmentEvaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
