Context:
The purpose of the Humanitarian Access and Safety (HAS) function is to enable a principled humanitarian response in a safe manner, for the communities and partners we work with and our staff. Despite NRC’s success in delivering assistance to those in need, security and access constraints remain significant challenges. Obstacles such as conflict and violence, environmental and physical challenges, bureaucratic hurdles, and interference in humanitarian operations, hinder the delivery of services and protection to displacement affected people.
What you will do:
The Humanitarian Access and Safety (HAS) Adviser serves as the lead technical resource on health, safety and security risks and crisis management for the Darfur Area Offices. The role is advisory and operational and is responsible to advise on HAS policy, procedures and best practices when in needed and in the absence of the HAS Manager. This function is line managed by the Head of Operations.
The Humanitarian Access and Safety (HAS) Adviser will support NRC, Sudan operations and ensure compliance with NRC HAS minimum standards and in reducing the overall risk on the NRC operations across Darfur. This includes contribution to development and updating HAS strategies plans, and SOPs, as well as provide HAS mitigation measures for safe and secure program access. The HAS adviser is also responsible to conduct mandatory and other tailored training courses for NRC, Sudan staff. The post holder will be required to travel extensively within the Sudan and conduct the cross-border operations, building capacity of the HAS teams and backstopping for the HAS manager in their absence.
Generic responsibilities
Advise the HAS Manager and contribute to implementing the NRC Global HAS Management System at the country level. Provide information and analysis to the HAS Manager for preparing reports as required at the country level.
Prepare and develop status reports as required by management
Provide technical support in the recruitment of the HAS staff at the country office or area office levels.
Provide induction for the international staff arriving in the mission area – new staff and visitors.
Provide to the HAS Manager with analysis and forecasting on key security and access developments NRC exposure, access challenges, and emerging threats for maintaining an up-to-date comprehensive understanding of the country’s humanitarian context for informed decisions.
Contribute to the development and maintenance of country HAS documents, procedures, guidance, and tools, including strategy.
Contribute to overseeing and/or conducting Security Risk Assessments (SRAs) according to MOSS and access assessments, providing Adviseries to the HAS Manager, and developing and implementing relevant mitigation measures.
Supporting training and developing the NRC staff and partners’ capacity in access, safety, and security.
Provide advice and support in identifying the relevant external actors and developing an engagement strategy for increasing humanitarian access and protecting humanitarian space.
Work with the Area HAS team to consolidate inputs for the advocacy product, ensuring solid analysis and data collection for impactful messaging
Ensure adherence to NRC policies, guidance and procedures, and a specific responsibility for HAS policies and procedures.
Specific responsibilities
Responsible for developing and maintaining all Darfur AOs have updated core HAS MOSS in place, including SRAs, HERP, and MERP.
Responsible for developing and implementing field-based HAS SOPs to ensure that staff, assets and programs are safe.
Ensure that available communication systems, GPS tracking and associated web platform communication systems are functional across the Darfur Areas of Operations.
Ensure that inter-State and Area Office movement systems and procedures are in place and functional across the Darfur Areas of Operations.
Oversee HAS physical target hardening installations, upgrades and maintenance in Darfur AO facilities with Darfur Area Managers.
Conduct HEIST training for all AOs and ensure compliance with safety procedures
Support programme activities with specific tasks (new area explorations, route assessments ect.) as designated by the AMs and the Head of Operations.
Support international and domestic staff travel by providing security briefings and coordinating with logistics for safe movement.
Provide a first response capability to any critical HAS incidents in the Darfur Area Office’s that impact NRC staff, assets or programs.
Provide ad-hoc analytical assessments or scenario analysis with trigger indications of significant events in the Darfur Area of operations that may impact NRC staff, assets or programs.
Represent NRC in tactical or operational INGO or Inter-Agency HSS forums or clusters as required.

Professional competencies
Minimum 4 years in the field of security. Demonstrated experience working in good cooperation with country managers and developing cooperative and effective security risk management teams
Bachelor’s degree in a relevant field
Strong understanding and demonstrated technical knowledge NRC’s HAS policies and procedures
HEIST, ToT qualified is highly desirable
Advanced knowledge of humanitarian security risk assessment, management, and best practices
Documented results related to the position’s responsibilities
Previous experience of working in complex and volatile contexts
Substantial and demonstrated prior experience as a trainer, with an effective and professional training style, and the ability to develop, implement, facilitate and impart learning to senior management and to a wide range of audiences
Advanced report writing and good communication and presentation skills
Demonstrated understanding of humanitarian principles, codes of conduct, and NGO organizational culture
Fluency in English both written and verbal
Knowledge of Arabic language is desired
Context/specific skills, knowledge and experience:
Strong knowledge and demonstrable ability to analyse the situational dynamics in Sudan
Excellent understanding of HAS management in humanitarian context, including physical security
Excellent understanding and experience of playing HAS role as an enabling function of program support
Extensive experience cultivating relationships across sectors and communities

Salary/benefits: grade 8 of NRC’s international pay scale (USD 4,700)
Duration of Contract: One year – renewable based on funding and performance
Travel: 70% travel to project sites
