The Norwegian Refugee Council (NRC) is reinforcing its presence in North-East Ukraine and establishes an Area Office based in Kyiv Kharkiv. The Area Office North-East (AONE) will become a new area office, scaled up from the current Kharkiv Field Office, and will start being operational in the first half of 2026.ย 
AONE will cover regions of Kharkiv and Sumy where current Field Office (FO) in Shostka will, in first half of 2026, structurally move to be under new Kharkiv AONE. ย ย 
The key sectors of intervention covered by the North-East area office will include Shelter, Information Counselling and Legal Assistance (ICLA), Protection from Violence, Education, Livelihoods & Food Security and emergency response through cash assistance.

The ICLA Project Coordinator will manage the ICLA project in North-East Ukraine, overseeing the team and activities in Kharkiv and Sumy. They will focus on implementation plans, team capacity building, skill transfer, and improving ICLA services, ensuring legal assistance and training are delivered in line with NRC strategies and standards.

Start date for this position is March 2026.

Generic responsibilities:

1. Adherence to NRC policies, guidance, and proceduresย 

2. Contribute to ICLA strategy development, and project proposal drafting and provide input on needs and gaps.

3. Coordinate, manage, and implement the portfolio of ICLA projects (activities, budget, and project documentation) as delegated by the ICLA Project Manager in line with proposals, strategies, and donor requirements, and ensure high technical quality.

4. Support the implementation of project cycle management activities according to the NRC framework.ย 

5. Oversee the provision of legal services to NRC beneficiaries in the relevant area.ย 

6. Ensure that projects target beneficiaries most in need of legal protection, explore and assess new and better ways to assist.ย 

7. Promote and share ideas for improvement and necessary changes in the activities.ย 

ย 8. Supervise the ICLA team located in the Chernihiv and Shostka offices, ensure their capacity building, and transfer key skills;ย 

9. Contribute to protection needs and trends identification.ย 

10. Liaise and collaborate with relevant local authorities and other key stakeholders.

Specific responsibilities:

1. Identify suitable locations for ICLA outreach and activities in coordination with the team.ย 

2. Lead coordination efforts with key stakeholders for ICLA activities in the area of operation.ย 

3. Manage and support the ICLA team, ensuring effective implementation and field visit planning.ย 

4. Monitor the quality of ICLA services and address any issues.ย 

5. Conduct field visits to assess needs and identify implementation challenges.ย 

6. Monitor and document concerns during legal case management.ย 

7. Track project performance and progress using the ICLA database and monitoring tools.ย 

8. Assist in developing reporting templates and contribute to the creation of SOPs, checklists, and tools.ย 

9. Provide timely and accurate reports on implementation, both quantitative and qualitative.ย 

10. Support proposal writing, report drafting, and budget preparation as needed.ย 

11. Conduct technical assessments and offer recommendations.ย 

12. Coordinate with other NRC programs to ensure integrated interventions.ย

13. Share technical analysis, lessons learned and reports to support organizational learning.ย 

14. Organize and facilitate trainings, workshops, and other events.ย

Generic professional competencies:ย 

โ€ข Minimum 3 years of relevant job experience in a similar role, preferably within the humanitarian sectorย 

โ€ข Documented results related to the positionโ€™s responsibilitiesย 

โ€ข Proven experience in coordinating activities and liaising with external actors

โ€ข Previous experience from working in complex and volatile contextsย 

โ€ข Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint

โ€ข Proficient in English at an upper-intermediate level, both written and spokenย 

Context/ Specific skills, knowledge and experience:

ย โ€ข Bachelor's degree in law, human rights, international relations, political sciences or equivalentย 

โ€ข Knowledge of legal frameworks for displaced persons and international human rights law

ย โ€ข In-depth knowledge of the context in Ukraineย 

โ€ข Fluency in the Ukrainian and Russian languagesย 

โ€ข Experience with the start-up of legal protection programmes is an assetย
