The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professionalย to take up the role of ICLA Specialist for North Central America and Mexico.ย The purpose of the ICLA Specialist position is to set the strategic direction, quality assurance/control and ensure program/technical development of the ICLA Core Competency (CC) in NCA&M. The ICLA Specialist is responsible for mentoring, training, building the technical capacity of staff and to develop the ICLA portfolio in the country by setting minimum standards and developing relevant tools and procedures while being also responsible for fundraising, donor relations and moreover, represents NRC at relevant forums. He/she holds a key role on the mission and reports to the Head of Programme (HoP). What you will do
- Develop ICLA Core Competence strategy, technical guidance and macro-log frames that are aligned with regional and global strategies and priorities, in coordination with the other CCs Specialists.
- Compliance with and adherence to NRC policies, guidance and procedures.
- Contribute to fundraising, develop and revise funding proposal, budgets and donor reports.
- Identify trends technical standards and donor priorities.
- Follow up on compliance with contractual commitments within ICLAย CC, ensure high technical quality and synergies in project implementation.
- Provide technical direction and project implementation support.

What you will bring
- A bachelorโs degree in a relevant field (law, social sciences or related disciplines). An advanced academic qualification will be an added advantage.ย
- Minimum 4 years of experience within legal Assistance in a humanitarian/ recovery context.
- Experience managing a complex programme including implementation, programme development, fundraising and budget development.
- A clear understanding of legal protection issues, legal frameworks and professional standards in humanitarian and displacement contexts.ย
- Documented results related to the positionโs responsibilities.
- Knowledge about own leadership skills/profile.
- Fluency in Spanish and English, both written and verbal.
- Valid driverโs license.
- Knowledge of the context in Latin America
- Knowledge of the legal protection and displacement context in Latin America and in Central America and Mexicoย more particularlyย
- Knowledge of Legal Identity, assistance to forced displaced persons (internally displaced, refugees, migrants, deportees and returnees), including adequate registration and access to humanitarianย and basicย servicesย ย civil and national documentationย and Housing, Land and Property Rights.
- Knowledge of relevant legal and policy frameworks (domestic, regional and international), including International Humanitarian Law.ย
- Understanding of and experience working within the IASC humanitarian architecture. Experience representing an agency in national coordination mechanisms would be an asset.
- Experience in the design and delivery of team capacity strengthening, including remote coaching, mentoring and training.
- Experience from working in complex and volatile contexts.
- Experience with start-up programmes, including assessment, developing programme strategies and proposals.
- Ability to use ICT software to develop proposals, budgets, work plans, and monitoring and evaluation tools.
- Experience in training and capacity building of staff, and aptitude for community mobilization ย What we offer

NRC has delivered humanitarian and protection assistance to vulnerable populations in Latin America for the past two decades. We have teams in the areas of education, information, counselling and legal assistance (ICLA), livelihoods and food security, protection from violence, shelter and settlements and water, sanitation and hygiene (WASH). NRC provides services and assistance to vulnerable populations affected by violence and displacement in Honduras, El Salvador, Guatemala and Mexico (NCA&M). NRC works in collaboration with various other stakeholders, including local, national, and international organizations.
In the past years, the populations of Honduras, El Salvador, and Guatemala (often referred to as the countries of North of Central America, NCA) have been affected by devastating violence. The number of displaced people has been growing exponentially and every year hundreds of thousands become internally displaced or flee their country trying to make their way to the US or Mexico and often get stuck in between or are sent back to their country, where they face additional challenges. On top of this, the number of refugees and migrants in need of international protection has been increasing substantially in all Latin America. The recent context developments and changes of US migration policies are resulting in a high number of migrants and asylum seekers in need of humanitarian assistance.ย
NRC North of Central America and Mexico (NCA&M) Country Office (CO) was established in January 2021 and NRC currently operates in four countries: in Honduras, in El Salvador, in Guatemala and in Mexico.ย ย
