Purpose of consultancy:
Around the world, at least one in three women experiences physical or sexual violence. Almost half of all pregnancies worldwide are unintended. Nearly a third of women in developing countries become mothers while still children themselves. And every two minutes, a woman or girl dies from causes linked to pregnancy or childbirth โ most of them preventable. These risks become even greater during humanitarian emergencies and among people from marginalized communities, such as refugees, persons with disabilities, and individuals from LGBTQ+ or ethnic minority groups.

In the Philippines, UNFPA isย implementing itsย five-year 9th Country Programme (CP) 2024-2028.ย It aims to ensure delivery of accessible, quality, and comprehensive Sexual and Reproductive Health and Rights (SRHR) particularly vulnerable populations in high-burden, disaster-prone, and conflict-affected regions. CALABARZON (Region 4a) consistently ranks among the top regions in the Philippines for maternal deaths, with Cavite reporting a significant majority, followed by Rizal and Laguna. This occurs despite high rates of facility-based deliveries, pointing to critical gaps in the continuum of care. Key challenges include low coverage of antenatal care (ANC) and postnatal check-ups, as well as a large unmet need for family planning (FP). These gaps are often linked to delays in seeking care and reaching facilities, as described in the \"Three Delays Model\".
To address these challenges, the UNFPA Philippines Country Office is launching an 18-month project funded by the WomenX Collective Pooled Fund. The project will implement a telemedicine solution to expand access to R/MH services. The core strategy involvesย a private platform supporting public sector infrastructure and telemedicine systems.
To ensure the successful execution of this initiative, UNFPA seeks a Public Private Partnership (PPP) Coordinator. This consultant will facilitate the collaboration between the UNFPA Country Office, the private sector Telemedicine Supplier, and government stakeholders (DOH, PhilHealth) to ensure the project is scalable, financially sustainable, and effectively integrated into the public health system.
Scope of work:

The Consultant will support the Phiippine Country Office through the following:
1. Strategic Partnership Management & Coordination
- Serve as the primary bridge between theย private sector (Telemedicine Provider, WomenX Secretariat) and theย public sector (DOH, PhilHealth, LGUs), ensuring alignment of business goals with public health mandates .
- Lead the overall planning and execution of the project's three-phase timeline (Adapt, Assess, Scale), ensuring the private solution effectively supports public infrastructure.
2. Innovative Financing & Business Case Development
Lead the development of aย sustainability and scale-up strategy, focusing on the development of an investment case for PhilHealth accreditation or reimbursement in collaboration with UNCDF. Oversee the cost-effectiveness assessment and development of an Investment Case (in conjunction with UNCDF support) to demonstrate the \"Value for Money\" of the private telemedicine solution to government partners. Develop the final Scale-Up Plan to be approved by key stakeholders by December 2026.3. Technical Alignment (Public Health & Private Solutions)
Guide the adaptation of the private telemedicine platform to ensure it meets the specific clinical and reporting requirements of the DOH and local government units. Ensure the service model addresses critical gaps in antenatal care (ANC), postnatal care, and postpartum family planning while maintaining interoperability with public data systems. Coordinate with the field-based consultant to ensure the private providerโs training modules are culturally adapted and effective for public health workers.4. Monitoring, Evaluation, and Impact Reporting
Oversee the baseline and endline assessments, ensuring metrics capture both health outcomes andย partnership efficacy (e.g., cost-efficiency, user retention). Prepare progress reports and technical briefs for the WomenX Secretariat, highlighting lessons learned in public-private collaborationDuration and working schedule:

By Januaryย 2026: Partnership Framework & Project Design: Finalized design document including confirmed geographies and signed agreements with the Telemedicine Supplier and Implementing Partners. Baseline Report: Completion of infrastructure mapping and initial coordination meetings.Phase 2: Launch and Pilotย
By February 2026: Pilot Launch Report: Confirmation of successful launch in the initial subsection of the catchment area . By March 2026: Scale-Up Launch Report: Confirmation of full scaling of the solution to all implementation sites.ยPhase 3: Implementation & Financing Strategy (April - Oct 2026)
Monthly (April - September 2026): Regular Progress Reports: Consistent monitoring reports and updates for WomenX Secretariat on user uptake, satisfaction, impact metrics, and budget expenditure. Stakeholder Engagement Briefs: Regular updates and minutes from policy dialogues and technical workshops with PhilHealth, DOH, and UNCDF. By November 2026: Endline Assessment Report: A comprehensive report detailing the results of the endline assessment, validating the project's impact, user satisfaction, and financial metrics. Final Project Completion Report: A final consolidated report for UNFPA and WomenX detailing all project activities, achievements, lessons learned, and financial reconciliation.Supervisory arrangements:ย
The Consultant will be under the overall supervision of the Assistant Representative and the day-to-day supervision of theย Maternal Health and Family Planning Analyst. The Consultant will also receive remote technical guidance from the Women X Secretariat, in coordination with theย Analyst.ย ย
Expected travel:
Routine domestic travel is expected within the Philippines project site, to ensure quality oversight of implementation, assessment of required adaptations,ย and ongoing monitoring of project results
Required expertise, qualifications and competencies, including language requirements:
I. Educational Qualifications
Advanced University Degree in public health, medicine, nursing, sociology, social anthropology, health education, health economics, epidemiology, health leadership & management, and other related fields;ยII. Professional Experience
Essential Demonstrable understanding of maternal and child health programs, sexual and reproductive health (SRH), or public health. Proven experience working within the Philippine health sector context, especially with local government units, and Department of Health (DOH)ย At least two (2) years of prior experience in managing partnerships, cross-sector collaborations, or public-private engagements, preferably within the health or development sector Experience in developing business cases, investment cases or sustainability strategies for development projectsย Desirable: Experience in stakeholder coordination and facilitation of meetings, particularly with government agencies and implementing partners.
